Position Overview

The Office of General Counsel is seeking to hire a dynamic, organized, detailed-oriented individual with a license to practice law in Illinois to serve as the Deputy General Counsel for the Division of Compliance.  The Deputy General Counsel will oversee several bureaus within the Department of Human Services, will liaise with others in the Department and other State and federal agencies, and will serve as the Department’s Chief Equal Employment Opportunity and Affirmative Action Officer.

Job Responsibilities

  1. Serves as the Deputy General Counsel for the Division of Compliance.
  2. Oversees the Bureau of Civil Affairs. Conducts complex legal research and writing and provides legal advice and interpretation to Executive Staff regarding the full range of legal issues related to Civil Affairs, which includes but is not limited to ensuring compliance with non-discrimination, anti-harassment, sexual harassment, anti-retaliation and workplace violence administrative directives, and Federal and State non-discrimination and harassment laws. 
  3. Serves as Chief EEO/Affirmative Action (AA) Officer for DHS.
  4. Serves as full-line supervisor.  
  5. Establishes and maintains cooperative and effective liaison relationships with and among other Divisions in DHS, State and Federal Agencies, the public, professional and lay groups, and employees. 
  6. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.
  2. Requires possession of a license to practice law in Illinois.
  3. Requires four (4) years professional experience in the practice of law.

Preferred Qualifications

  1. Four (4) years of professional experience conducting investigations and drafting investigation reports.
  2. Four (4) years of professional experience responding to and advising regarding governmental investigations, ethics investigations, sexual harassment investigations or civil rights violation investigations.
  3. Four (4) years of professional supervisory experience assigning work, providing guidance to subordinates, training staff, and preparing and signing performance evaluations.
  4. Four (4) years of professional experience utilizing nondiscrimination and civil rights statute principles and practices. 
  5. Two (2) years of professional experience communicating with organizational leaders, ensuring detailed and critical analysis of work performed.
  6. Two (2) years of professional experience working with procedures, policies, rules or regulations for a public or private organization.
