Division Chief - Data Governance (Senior Public Service Administrator, Opt.6)

Under the direction of the Data and Informatics Bureau Chief, serves as the department's subject matter expert for data governance, providing guidance for the responsible management and use of public health data. Leads data stewardship and ownership models, transitioning the organization from data silos to shared accountability. Performs a full range of highly responsible administrative and managerial functions as head of the Division of Data Governance, including staff supervision, operational planning, and performance management. Manages, directs, controls and evaluates the Division's grant programs. Serves as the Division's full line supervisor. 

Essential Functions

• Under the direction of the Data and Informatics Bureau Chief, serves as the department’s lead subject matter expert for data governance, providing guidance for the responsible management and use of public health data.
• Performs a full range of highly responsible administrative and managerial functions as head of the Division of Data Governance, including staff supervision, operational planning, and performance management.
• Manages, directs, controls and evaluates the Division’s grant programs.
• Serves as full line supervisor.
• Coordinates the Division’s legislative program.
• Plans and organizes the division’s budget and makes appropriate fiscal recommendations.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in data governance, data management, compliance, privacy or information policy.

Preferred Qualifications

• Three (3) years of demonstrated experience developing or implementing data governance frameworks, policies or standards.
• Three (3) years of experience planning and implementing health data architecture and metadata management, data catalogs and data classification frameworks.
• Working knowledge of data privacy, confidentiality and compliance requirements (e.g. HIPPA, state privacy laws).
• Two (2) years of experience serving as a supervisor.
• Strong facilitation and negotiation skills to support data councils, stewardship models and governance decision making.

Conditions of Employment

• Requires ability to travel in the performance of duties.
• Requires appropriate, valid driver’s license.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
