Marketing Statement
As a member of the Office of the State Fire Marshal (OSFM) leadership team, the Elevator Safety Division Manager provides the vision and strategic oversight necessary to successfully direct and manage the OSFM Elevator Safety Division. This position manages a team comprised of supervisors and Elevator Inspectors who conduct statewide re-inspections of operations, installations, construction, maintenance, and repair of elevators throughout their designated field area. The candidate must possess high-level leadership and decision-making experience in addition to the ability to interact with subordinate staff and the public in a positive and professional manner. As the Elevator Safety Division Manager and employee of the State of Illinois, the selected candidate will have access to state healthcare, benefits, and a pension plan. Job Duties
- Manages the Division of Elevator Safety, directing a statewide program of inspections to monitor the safety of elevators, lifts, escalators, and moving walks located within the State of Illinois.
- Provides technical guidance concerning the installation, construction, operation and repair of elevators, lifts, escalators, and moving walks to ensure compliance with the standards established by the Elevator Safety and Regulations Act.
- Establishes and maintains effective liaison with the legislature, other state agencies and the general public in interpreting the Office of the State Fire Marshal's Statewide Elevator Safety and Certification Program policies and programs.
- Coordinates technical studies for the agency relating to Statewide Elevator Safety and Certification Program.
- Serves as a full line supervisor.
- Directs, plans, and implements the Elevator Safety Division budget for effective and efficient utilization of program resources, fiscal management, personnel management, budget, and program development.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
- Requires Qualified Elevator Inspector (QEI) certification.
Preferred Qualifications
- Prefers seven (7) or more years of experience in the application and enforcement of state elevator safety laws, rules, codes, and standards.
- Prefers five (5) or more years of supervisory experience.
- Prefers eight (8) or more years of experience working in the elevator field.
- Prefers a bachelor's degree or higher in mechanical or electrical engineering.
- Prefers seven (7) or more years of experience utilizing elevator inspection techniques and practices.
- Prefers seven (7) or more years of experience serving as a foreman.
- Prefers prior administrative experience composing and implementing policies and procedures for a private or public organization.
- Prefers prior experience independently drafting cost/budget projections for a private or public organization.
- Prefers OSHA 10-hour certification.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Requires the ability to pass a background check and self-disclosure of criminal history.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires the ability to pass drug screening.
- Requires the ability to climb stairs, elevator shafts, pits, and cabs.
- Requires the ability to carry and transport loads of at least twenty (20) pounds.
- Certain positions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during State employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such no-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Office of the State Fire Marshal’s discretion.
