Position Overview
The Illinois Environmental Protection Agency (EPA), Bureau of Air (BOA), Compliance, Unit C is seeking an Environmental Protection Engineer III to perform engineering duties associated with air pollution compliance reviews and violations. The ideal candidate for this position will be organized, detailed, and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions
- Conducts complex engineering analysis and coordinates compliance activities on assigned matters consistent with applicable laws, regulations, procedures, policies and guidance for the Bureau of Air (BOA), Air Pollution Control (APC), Compliance, Compliance Unit C.
- Conducts complex engineering reviews.
- Provides complex engineering/technical support for the activities of the Bureau and Legal Counsel.
- Attends and participates in training seminars, workshops and conferences, source inspections and observations, administrative hearings and litigation proceedings.
- Performs other duties as assigned or required that are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college with a bachelor's degree in an engineering science. Typically, the subject matter would involve the type of coursework associated with environmental (sanitary, hydraulic, hydrology, and air pollution specialties), civil (sanitary, hydraulic, and hydrology specialties), general, industrial, mechanical, chemical, public health, electronic, acoustical or aeronautical engineering or engineering mechanics or a closely related engineering specialty.
- Requires two years of professional engineering experience in one of the fields listed above.
- A master's degree in engineering or business administration may be substituted for the required experience.
Preferred Qualifications (In Order of Significance)
- Prefers two (2) years of experience managing a Section 31 caseload with multiple cases, conducting complex engineering reviews and evaluations of violation memos, inspection reports and compliance reports from the regulated community within the context and framework of State and Federal Air regulations and statutes.
- Prefers the ability to develop technical engineering reports.
- Prefers the ability to explain and interpret agency policy and regulations.
- Prefers the ability to consult with and advise members of consulting engineering firms concerning design and construction
details of facilities and devices for the control of environmental conditions. - Prefers the ability to evaluate the design, construction, maintenance or operation of environmental control devices and facilities.
- Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access and Excel software.
Specialized Skills
- Of the two (2) years of required experience; requires two (2) years of experience managing a Bureau of Air (BOA) Section 31 caseload with multiple cases, conducting complex engineering reviews and evaluations of Permit Section violation memos, Field Operation Section inspection reports and compliance reports from the regulated community within the context and framework of BOA permits and State and Federal Air regulations and statutes.
