The Illinois Finance Authority/Climate Bank (IFA/CB) uses finance and grants to attract private and other dollars to create job opportunities through a vigorous and growing Illinois economy, reduce the state and local tax burden, and meet clean energy and water goals to benefit all Illinois residents. IFA/CB operates in a competitive market environment with a commercial outlook. Created by Illinois law, IFA/CB is led by a board of Governor-appointed volunteer members, generates its own revenue, and does not receive direct taxpayer appropriations to support its operations.
Essential Function
Duties include broad alignment/engagement with the Governor’s Office, board members, and stakeholders; strategic leadership; autonomous revenue generation & fiscal management; talent management, development, recruitment, and retention; policy, product, and program implementation through public finance, growing the Climate Bank to its full potential, economic development efforts, and other assignments aligned with the Governor’s Office and IFA/CB members. The mission will be:

- Financial, Audit, IT, Procurement & Operational Management
- Persuasive, effective communication & engagement with customers, stakeholders & the public
- Supervisory Responsibilities of staff & vendors
- Legislative & Government Affairs
Minimum Qualifications
- Demonstrated track record of innovation, curiosity & creativity, problem solving and implementation of the same in the public, for-profit, and/or non-profit sectors.
- Increasing leadership and/or responsible management experience in public and/or private (for-profit or non-for-profit) sectors and/or public finance and/or lending and/or debt management and/or accountability and stewardship involving public (state, local or federal) or private dollars.
- Exceptional communication and presentation skills with outstanding persuasive oral and written capabilities.
- Desired to have demonstrated experience evaluating and managing complex financial transactions.
- Bachelor’s degree in liberal arts (with experience in public management and affairs, finance, law, economics, public administration, or related field) and/or finance, business, accounting/audit, law, economics, management; advanced degree or designation preferred: e.g. JD, MBA, MPA, related field MA, or CFA designation.
