Position Overview
The Illinois Environmental Protection Agency (EPA), is seeking to hire an individual to serve as an Executive I, Electric Vehicle (EV) Program Administrator, developing EV policy, program design, education, and implementation. The ideal candidate will conduct research, establish priorities and make recommendations on EV programs and operations. The ideal candidate for this position will be organized, detailed and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Job Responsibilities
35% 1) Serves as the Program Administrator for the Illinois Environmental Protection Agency’s (IEPA) Electric Vehicle (EV) Programs:
- Organizes, plans, executes, controls, and evaluates EV programs, policies, and operations in collaboration with the EV Program Advisor and statewide Coordinator.
- Performs analysis of program and policy issues.
- Establishes priorities and makes recommendations for program development.
- Monitors the achievements of program goals.

25% 2) Assists the EV Policy Advisor and with EV planning and implementation:
- Researches and develops documents for notices of funding opportunities.
- Tracks local, state, and federal grant opportunities and prepares funding proposals.
- Participates in evaluation of state-funded EV grant applications.
- Aligns EV programs with other Agency initiatives and programs.

20% 3) Monitors program activities and reporting:
- Develops and implements tracking of projects and grants.
- Prepares, reviews, and evaluates complex technical reports including required state and federal reports.
- Communicates and collects information from grantees for reporting purposes.

15% 4) Facilitates the development of alliances with outside stakeholders;
- Cultivates and maintains internal and external relationships with EV advocacy groups, utilities, EV providers, academia, social/environmental justice partners, local residents, environmental groups, regulated entities, and elected officials to implement program initiatives.
- Represents the program at events and meetings.
- Travels in performance of duties.
05% 5) Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
- Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Specialized Skills
Of the one year required experience: requires one year of experience in researching or developing EV policy, EV program design and implementation, or consumer education about policies or programs, and experience in developing and presenting informational programs to large and small groups.
Preferred Qualifications (In Order of Significance)
- Prefers at least (1) year of experience in researching and/or developing EV policy.
- Prefers at least (1) year of experience in EV program design and implementation.
- Prefers at least (1) year of experience in consumer education about EV policies or programs.
- Prefers at least (1) year of experience in managing a small public or private program.
- Prefers at least (1) year of experience in developing and presenting informational programs to large and small groups.
- Prefers working knowledge of the principles of program budgeting.
- Prefers at least (1) year of experience developing and maintaining cooperative working relationships with both internal and external shareholders.
- Prefers ability to utilize a personal computer with knowledge of Microsoft Word, Excel, and Access software.
