Position Overview

The Ilinois Commission on Equity and Inclusion (CEI) is seeking to hire an organized, professional, and results oriented individual to serve as a Compliance & Monitoring Coordinator. Under general direction of the Compliance & Monitoring Manager, this position coordinates and monitors to ensure that agencies actively consider a Business Enterprise Program (BEP) certified business when issuing bids/proposals or when entering contracts, and that prime contractors subcontract to BEP certified businesses. Essential Functions

  • Under general direction, serves as a Compliance & Monitoring Coordinator for the assigned areas including various Boards, Commissions, and Agencies
  • Conducts prime contractor site visits to investigate and monitor subcontracting utilization requirements and to ensure that there have not been unauthorized changes or substitutions to subcontractors
  • Confers with Agency State Purchasing Officers for assigned areas regarding purchasing contracts
  • Reviews Agency's Request for Proposal (RFP) to ensure language is incorporated into the RFP for BEP participation
  • Meets with participating state agencies and universities to assist them in the development and submittal of Compliance Plans that meet statute requirements of contracting with BEP firms
  • Receives periodic progress reports from participating State agencies and universities on spending and goal attainment
  • Meets with prime contractors and subcontractors to discuss the mission of the business and to obtain an understanding of the products and services provided, to identify the scope of work provided and match the work to BEP firms
  • Conducts research, participates, in special projects, and performs assignments, independently or in cooperation with other Commission sections, related to the Business Enterprise Program
  • Continues education by attending meetings, seminars, conferences, and workshops to increase familiarity with and maintain current on potential vendors, techniques and procedures related to BEP activities and operations
  • Performs above duties for other operational Compliance & Monitoring areas other than those assigned based upon fluctuating operational needs
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration
  • Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved profession management training program

Preferred Qualifications

  • Two (2) years of professional experience with the principles and practices of public and business administration
  • Two (2) years of professional experience developing and managing a small agency program function
  • Two (2) years of professional experience analyzing administrative problems and adopting an effective course of action
  • Two (2) years of professional experience developing, implementing, and evaluating new and revised methods, procedures, and performance standards
  • Two (2) years of professional experience utilizing MS Office Suite word processing, spreadsheets, databases, email applications, and other various customer relationship management (CRM) systems for communications, tracking data, and developing and maintaining reports
  • Two (2) years of professional experience exercising judgement and discretion in developing, implementing, and interpreting departmental policies and procedures
  • Two (2) years of professional experience developing and maintaining working relationships with management teams, vendors, and the public, including public speaking
  • Two (2) years of professional experience performing research and compiling statistical data

  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime
  • Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP)  contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force
  • Requires a valid driver's license and the ability to travel statewide
