POSITION SUMMARY
CMS is establishing a Project Management Division to drive agency-wide transformation. At the core of this team is the new Business Process Analyst, responsible for evaluating current processes and designing efficient workflow. This role will partner closely with stakeholders to understand business needs and pain points, document processes, and identify areas for improvement. The Business Process Analyst will conduct process mapping, data analysis, and documentation to identity inefficiencies, recommend solutions, and guide changes that make operations smoother and more efficient. The ideal candidate is detail-oriented, analytical, and able to translate insights into practical results. POSITION ESSENTIAL FUNCTIONS

Under general directions, serves as the Business Process Analyst evaluating the existing business processes being used by the Department of Central Management Services (CMS), designing improved workflows, and collaborating with stakeholders to align operations with business objectives.

Collaborates with cross-functional teams to understand business needs, align solutions, and implement process improvements, monitoring to ensure smooth transitions and minimal disruptions to operations.

Creates, maintains, and updates comprehensive process documentation and guidelines, including process maps, standard operating procedures, and workflow diagrams.

Implements and deploys redesigned workflows, monitoring to ensure seamless integration into business operations and ongoing process improvement.

Supports teams adapting to new processes through training, communication, and continuous improvement initiatives.

Creates and tracks key performance indicators (KPIs) to assess the effectiveness of process changes and measure success.

Plans, coordinates, and conducts special projects within area of responsibility, including monitoring scope, quality, budget, and schedule.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
- Requires two years of responsible administrative experience in a public or business organization.
PREFERRED QUALIFICATIONS
- Prefers three (3) years of professional experience in business process analysis, process improvement, or a related role using analytical skills to collect, study, and interpret complex data.
- Prefers two (2) years of professional experience with process improvement methodologies (e.g., Lean, Six Sigma, Business Process Model and Notation, Kaizen, etc.), using strong communication and presentation skills to effectively communicate process changes and recommendations to stakeholders at all levels.
- Prefers two (2) years of professional experience with managing process improvement initiatives, cross-function projects, and aligning business goals with business solutions.
- Prefers experience with project management with an understanding of project management principles and methodologies as well as experience with using the softer change management skills necessary to help stakeholders adapt, adopt, and benefit from changes.
- Prefers working knowledge of process mapping tools (such as Microsoft Visio) and data analysis tools (such as Microsoft Excel and Power BI).
- Prefers Certified Business Analysis Professional (CBAP), Certification of Capability in Business Analysis (CCBA), Professional in Business Analysis Certification (PMI-PBA), or similar Business Analysis certifications.
- Prefers Certified Business Process Professional (CBPP), Certified Business Process Associate (CBPA), or similar Business Process certifications.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
