Position Overview

The Division of Family and Community Services is seeking to hire a manager to join the Office of Housing Stability to oversee the Bureau of Crisis Response, Emergency Solutions Grant Program Unit. This position serves a full line supervisor, with duties and responsibilities as follow: Manages and implements existing and/or new program policies, procedures, and program objectives/goals to promote compliance with state and federal mandates as delineated in the Illinois Department of Human Services (IDHS)/Division of Family and Community Services (DFCS) Grantmaking Manual, Grant Accountability and Transparency Act (GATA), and Federal Funding Accountability and Transparency Act; reviews, analyzes, and generates written reports regarding proposed and/or existing legislation, statutes, best practices, and/or administrative rules as it relates to the unit; facilitates routine onsite and/or virtual meetings (WebEx) and /or training sessions with grantees and other pertinent internal and external entities to discuss and share information about effective program design and deliverables, (policies & procedures, schedules, service delivery etc.; in the absence of the Bureau Chief, oversees other Bureau programs and staff; and creates, monitors, maintains, implements and/or resolves issues associated with required data systems to access, generate, and disseminate data and documentation for internal and external entities regarding the unit programs; represents IDHS/DFCS at internal and external stakeholder meetings, and performs other duties as assigned that are reasonably within the scope of the duties of the unit. 

Essential Functions

  • Serves as Emergency Solutions Grant Fiscal Manager.

  • Manages and implements existing and/or new program policies, procedures, and program objectives/goals, to promote compliance with state and federal mandates as delineated in the Illinois Department of Human Services (IDHS)/Division of Family and Community Services (DFCS) Grantmaking Manual, Grant Accountability and Transparency Act (GATA), and Federal Funding Accountability and Transparency Act.

  • Serves as full-line supervisor.

  • Reviews, analyzes, and generates written reports regarding proposed and/or existing Services.

  • Facilitates routine onsite and/or WebEx meetings and/or training sessions with grantees and other pertinent internal and external entities to discuss and share information about effective program design and delivery (e.g. monitoring, programmatic, and fiscal policies, procedures, schedules).

  • Creates, monitors, maintains, implements and/or resolves issues associated with required data systems to access, generate, and disseminate data and documentation for internal and external entities regarding Contract Monitoring of unit programs.

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.
  • Requires three (3) years progressively responsible administrative experience in the fields of health or human services.

Specialized Skills

  • Of the three (3) years of progressively responsible administrative experience, requires three (3) years’ professional experience administering and managing a state or federal grant program which includes grant compliance & auditing with a strong understanding of auditing standards, risk assessments, compliance reviews, reporting, documentation, policy development and implementation, interagency and stakeholder communications, strategic planning and problem solving, while utilizing standard and government accounting principles, including statistics and procurement, and indirect cost accounting.

Preferred Qualifications

  • Three (3) years professional experience administering and managing a state or federal grant program which includes grant compliance & auditing with a strong understanding of auditing standards, risk assessments, compliance reviews, reporting, documentation, policy development and implementation, interagency and stakeholder communications, strategic planning and problem solving, while utilizing standard and government accounting principles, including statistics and procurement, and indirect cost accounting. 

  • Three (3) years of professional experience in accounting and/or financial management. 

  • Three (3) years professional experience reviewing and analyzing program, fiscal and operational written and statistical reports.

  • Three (3) years professional experience interpreting federal and state funding regulations, including utilizing grant making and grant management systems [e.g. Grants Accountability and Transparency Act (GATA) and CSA Tracking System]. 

  • Three (3) years professional experience with federal reporting programs such as Integrated Disbursement and Information System (IDIS) and Sage HMIS Reporting Repository (Sage) for HUD Reporting.

  • Three (3) years professional experience administering housing programs. 

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.

  • Requires advanced proficiency in Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, SharePoint, Teams, OneDrive, etc., including formulas, pivot tables, and data validations.

  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
