Position Overview:
The Illinois Racing Board is seeking an energetic and detail-oriented GAAP Coordinator to serve as the primary preparer and reviewer for the various financial reports; reviews and approves the agency's AP and AR transactions submitted by staff; and prepares the end of year GAAP packages. The ideal candidate possesses strong analytical skills, is organized, detail oriented and has strong communication skills. Essential Functions
The GAAP Coordinator works with the agency Chief Fiscal Officer to ensure accurate financial reporting through the following activities:
- Coordinates agency financial reporting, in accordance with GAAP, to the Illinois Comptroller's office.
- Reviews financial records, reports and statements, ensuring completeness and accuracy prior to submitting GAAP packages or financial statements.
- Ensures completion of Comptroller SCO forms.
- Liases with third parties such as auditors, Legislative Audit staff, and provides testimony on fiscal matters as required.
- Reviews, coordinates and approves external audit reports and findings relative to financial reporting or general accounting functions.
- Serves as full line supervisor; plans, directs and supervises the accounting activities of professional, technical and clerical personnel.
- Travels to attend meetings, training sessions, seminars and conferences.
Minimum Qualifications
- Bachelor's degree in accounting, business or economics with a minimum of 30 hours of college credit in accounting.
- CPA licensure.
- Minimum of two years of professional supervisory experience.
- Minimum of five years of experience as a CPA conducting audits in accordance with Government Auditing Standards and/or preparing financial statements in accordance with GAAP.
- Minimum of three years of experience using Microsoft Office or equivalent word processing and spreadsheet software.
- Minimum of five years of experience working in accounting specific software applications such as Quickbooks, Peachtree, SAP, or other accounting software.
- Minimum of three years of experience analyzing and responding to audit reports/findings.
Preferred Qualifications
- Advanced degree in business or public administration.

- Requires the ability to travel to facilities under jurisdiction of the Illinois Racing Board within the State of Illinois as well as Springfield. (Ownership of a vehicle is NOT a requirement.)

The Illinois Racing Board (IRB) was created in 1933 and its legal mandate is defined in the Illinois Horse Racing Act of 1975. The jurisdiction, supervision, powers, and duties of the Illinois Racing Board shall extend under the Act to every person who holds or conducts any race meeting within the State of Illinois where horse racing is permitted for any stake, purse or reward. The mission of the Illinois Racing Board is to regulate horse racing through the enforcement of the Act and its rules and regulations and to ensure the honesty and integrity of Illinois racing and wagering.
