Position Overview

The Illinois Department of Public Health seeks a senior policy leader to serve as the HIV/Hepatitis/STI/TB (HHST) Division Chief. This position oversees statewide efforts to address HIV, viral hepatitis, tuberculosis, and sexually transmitted infections through an integrated approach that aligns policies, programs, data systems, and operations across disease areas. The Division Chief is responsible for developing strategies that reflect the interconnected nature of these conditions, including coordinated screening, shared care‑linkage pathways, and improved data and surveillance integration. The role requires the capacity to manage extensive stakeholder and partner relationships, including local health departments, community organizations, clinical partners, and state and federal agencies, to ensure coordinated, consistent, and strategically aligned implementation.

 

The Division Chief directs all personnel, fiscal, and grants management functions for the HHST portfolio and ensures resources are used effectively within state and federal requirements. The ideal candidate can integrate epidemiologic insights with budget planning, operational needs, surveillance oversight, and statutory obligations to shape feasible, effective statewide strategies. This position requires a leader who can translate surveillance and program data into clear policy and operational direction, balance competing priorities across partners, and manage within governmental structures while maintaining a coordinated, data‑informed public health response across Illinois.

Essential Functions

  • Serves as the HIV/Hepatitis/STI/TB (HHST) Division Chief as a senior leader overseeing policy development and implementation to advance statewide public health objectives.
  • Serves as a senior policy-making official.
  • Serves as agency spokesperson on behalf of the Director of Public Health and the agency.
  • Leads the planning, preparation, and administration of the Division’s multi-million-dollar budget and federal/state grants.
  • Serves as full-line supervisor.
  • Integrates the goals, objectives and activities of the HIV/AIDS, STI, TB, and viral hepatitis prevention programs on an intra-agency or inter-agency basis.
  • Administers statewide programs to provide epidemiological services (consultation, surveillance, and outbreak control), preventative and direct services (serology testing services, inter-agency coordination, and information on accessible clinic services).
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in health education, physical, and biological sciences.
  • Requires experience equivalent to four (4) years of progressively responsible administrative experience in public health or in a local health department.

Preferred Qualifications

  • A Master's Degree such as an MPH, Master's in Public Administration, or other related health or public health disciplines.
  • Four (4) years of experience exercising judgement and discretion developing and implementing policies and procedures.
  • Four (4) years of experience managing a disease prevention program.
  • Thorough knowledge of public health policies and procedures.
  • Four (4) years of experience establishing, implementing, and managing public health programs.
  • Four (4) years of experience formulating, developing, implementing, and executing policies and procedures.
  • Four (4) years of experience determining and establishing program fiscal goals and objectives including budget and staffing priorities.
  • Four (4) years of experience supervising employees, including experience in hiring, discipline, performance improvement, and performance evaluations.
  • Four (4) years of experience establishing, maintaining and improving cooperative working relationships with various stakeholders.
  • Working knowledge of computer applications, including Microsoft Office Suite products, statistical packages like SAS or SPSS, and/or geographical information systems.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
