Position Overview
Serves as the Statewide Homelessness Research and Evaluation Administrator for the Illinois Office to Prevent and End Homelessness (OPEH). Leads the office’s research, evaluation and monitoring portfolio, including directing the work of the research and data teams and managing contractual relationships with university partners and other research and evaluation contractors. Provides content expertise to projects that involve data requests and coordination of data and research across public agencies and with private organizations. Manages extensive research, conducts analysis, directs, and oversees data extraction, and analyzes and translates raw data and/or information into actionable and measurable strategies and initiatives for policy and planning development. Creates research opportunities for areas related to the Home Illinois Plan and the Illinois Office to Prevent and End Homelessness. Creates policies and procedures for the office related to data collection, program evaluation and program integrity. Provides technical advice and recommendations to senior leadership in the development of data and research projects that bring value to the Agency. Serves as full-line supervisor. Essential Functions

Serves as the Statewide Homelessness Research and Evaluation Administrator for the Office to Prevent and End Homelessness (OPEH).

Develops and monitors compliance with policies and procedures related to data sharing and supports the data analytics practice for the OPEH.

Provides technical advice and recommendations to senior leadership in the development of data and research projects that bring value to the Agency.

Serves as full-line supervisor.

Attends and provides input in meetings and training sessions to stay abreast of advancements in data science, local/statewide research initiatives, and project management.

Performs other duties as required or assigned which are reasonably with the scope of duties enumerated above.
Minimum Qualifications
-
Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in a social or human services field.

Requires four (4) years progressively responsible administrative experience analyzing or managing Homeless Management Information System (HMIS) information at the Continuum of Care level or a larger geographic level.
Preferred Qualifications
-
Four (4) years of demonstrated experience leading complex research projects including developing research questions and quantitative and qualitative research methods, managing project plans, communicating with a large variety of stakeholders and preparing and delivering findings to a range of audiences.

Four (4) years of professional experience conducting research and evaluation focused on homelessness and/or housing, such as research into causes of homelessness, the success of homeless prevention, service, and housing program models, and the qualitative experiences of people experiencing homelessness.

Three (3) years of professional experience identifying and communicating policy and programmatic change recommendations based on research and evaluation findings.

One (1) year of professional experience in homeless services, housing or homelessness advocacy, homeless-dedicated housing programs or a similar field.
