Position Overview
Serves as the Housing Policy and Program Manager for the Office to Prevent and End Homelessness (OPEH). Serves as Illinois Housing Development Authority (IHDA) Program Liaison. Provides supportive housing development, financing, and preservation knowledge within the OPEH. Serves as full-line supervisor. The OPEH is a statewide office which works across State agencies and is housed within Department of Human Services (DHS). OPEH’s mission is to coordinate State of Illinois agency strategies and investments and to partner with the community to build a strong safety net and permanent housing for Illinoisans facing homelessness and housing insecurity.
Essential Functions
- Serves as the Housing Policy and Program Manager.
- Serves as IHDA Program Liaison.
- Provides supportive housing development, financing, and preservation knowledge within OPEH.
- Serves as full-line supervisor.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
- Requires three (3) years progressively responsible administrative experience related to housing or homelessness for a health or human services organization.
Preferred Qualifications
- Three (3) years of professional experience in supportive or affordable housing development, financing, or preservation.
- Three (3) years of professional experience actively identifying emerging best practices in homelessness prevention and supportive housing development and financing and working with leadership to integrate emerging best practices in a public or private organization.
- Two (2) years of professional experience working with housing systems and program models such as site-based supportive housing, scattered site supportive housing, emergency rental assistance, shelter diversion, court-based rental assistance, rapid rehousing or affordable housing.
- Two (2) years of professional experience collaborating with a large number of stakeholders inside and outside of the agency to advance identified goals.
- One (1) year of professional experience in supportive housing or affordable housing program administration or property management.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
