Essential Functions

  • Functions as the Human Resources Manager overseeing all human resources program for the agency.
  • Formulates policy and provides advice and guidance to the director on any matter involving human resources.
  • Serves as spokesperson on behalf of the Director and the agency on all matters related to human resources in all levels of interaction with government officials, other state agencies, community organizations and the general public.
  • Organizes the human resources functions of the agency, conducts studies of internal organization unites to determine methods of enhancing services, including access to extremely confedential information and materials associated with pending organizations.
  • Serves as full-line supervisor.
  • Works with Veteran's Home Facilitates in the human resources areas providing guidance and training.
  • Performs other duties as required and assigned which are reasonably with the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college. 
  • Requires four (4) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Master’s degree in Human Resources Management, Public Administration, Business Administration, or Organizational Development.

  • Professional HR certification such as PHR (Professional in Human Resources), SPHR (Senior Professional in Human Resources), SHRM-CP (Society for Human Resource Management-Certified Professional), or SHRM-SCP (SHRM Certified Professional).

  • At least five (5) years of progressively responsible human resources experience, including three (3) years in a supervisory or director-level capacity within a complex or public-sector organization.

  • Demonstrated experience implementing and interpreting governing HR policies and procedures, including the Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, Collective Bargaining Agreements, and Comprehensive Employment Plan.

  • Experience managing multi-disciplinary HR teams, encompassing recruitment, labor relations, classification, payroll, benefits, and EEO compliance.

  • Proven experience in unionized environments, including grievance handling, arbitration preparation, and collective bargaining support.

  • Comprehensive knowledge of applicable employment laws and regulations, including EEO/AA, FMLA, ADA, FLSA, Title VII, OSHA standards, and the State of Illinois Ethics Act.

  • Proficiency in HR technology and analytics, with experience using HRIS platforms to support data-driven decision-making and workforce planning.

  • Demonstrated success leading organizational improvements, such as restructuring, modernization, process enhancements, or system implementations.

  • Strong leadership, communication, and ethical standards, with the ability to build cross-agency partnerships, manage conflict, and provide strategic policy guidance in alignment with state objectives.

Conditions of Employment

  • Requires the ability to pass a background check.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid drivers license.
  • Requires the use of an agency supplied cell phone and laptop.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
