Job Responsibilities

Under general direction, serves as staff specialist in the Customer Service Center (CSC) Telecom Projects Unit with the Department .of Innovation and Technology. Works with vendors, agencies, and other DolT teams to provide administration and support for DolT Telecom Enterprise Services including directing and monitoring the processing of non-routine and moderately complex service requests for the service and support of traditional voice, VoIP including collaborative services, videoconferencing, data communications. and wireless services and equipment in accordance with DolT operational standards and guidelines, escalating internally to ensure timely completion; maintains documentation on requests using appropriate reporting tools according to the established procedures and standards; participates in developing, discussing and implementing vendor contracts; diagnoses problem source and coordinates with internal organizational support and operations groups and/or with vendors to identify cause and implement appropriate corrections to resolve issues related to installations; serves on an on-call basis for the more complex issues and after hour cutovers; receives assignments via wireless device. Participates in the development of methods and procedures and training programs to improve skill levels of staff associated with the CSC products, services, and processes; travels off site in the performance of duties.

  • Serves as staff specialist in the CSC Telecom Projects Unit with the Department of Innovation and Technology (DolT). Works with vendors, agencies, and other DolT teams to provide administration and support for DolT Telecom Enterprise Services including directing and monitoring the processing of non- routine and moderately complex service requests for the service and support of traditional voice, VoIP including collaborative services, videoconferencing, data communications and wireless services and equipment in accordance with DolT operational standards and guidelines, escalating internally to ensure timely completion. 
  • Maintains documentation on requests using appropriate reporting tools according to the established procedures and standards. Ensures requests are properly categorized within the reporting system for accurate routing and reporting/analysis. Records all activities and customer communications within the work log to ensure a detailed history. Ensures that the categorizations and work log accurately document to the final acceptance for accurate routing and reporting/analysis.
  • Participates in developing, discussing and implementing vendor contracts; monitors contracts to ensure up-to-date contracts are in place; provides technical requirements, establishes the evaluation criteria, participates on the evaluation team, evaluates responses and provides recommendation for award based on pricing and technical specifications. Works with Unit staff and Legal to negotiate issues that deal with operational needs of contracts, service and supply agreements, supplier development and performance management for supported services. Provides input to Unit for vendor contract standards including technical and business requirements, performance guarantees and service level expectations. 
  • Diagnoses problem source and coordinates with internal organizational support and operations groups and/or with vendors to identify cause and implement appropriate corrections to resolve issues related to installations. Uses diagnostic tools to isolate user problems, gathers documentation of information for root cause analysis, and coordinates support from other internal and external support organizations and vendors to ensure prompt resolution of issues due to failures and unsatisfactory service; serves on an on-call basis for the more complex issues and after hour cutovers; receives assignments via wireless device.
  • Participates in the development of methods and procedures and training programs to improve skill levels of staff associated with the CSC products, services, and processes; travels off site for the delivery of training and the provision of support. 
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Knowledge, Skills, and Abilities

Requires knowledge, skill and mental development equivalent to completion of four years of college with major coursework in electronic engineering, radio/television, telecommunications or data processing; prefers coursework in Management Information Systems. Requires four years of professional experience in communication systems designs. Prefers experience in coordination, sales, administrative support, installation or repair or other related business experience or as a Communications Systems Specialist I. Requires extensive knowledge in electronic communications media to include either telecommunications, data processing communications or radio communications systems. Prefers extensive knowledge of various traditional voice, VoIP and collaborative services, data communications, video conferencing and/or wireless concepts and principles. Prefers written and verbal communication skills, interpersonal skills when working with customers, employees and management, and team building skills. Requires a valid driver's license and the ability to travel. Requires the ability to serve on-call. Requires the ability to utilize agency supplied materials/ equipment (e.g., cell phone, laptop, etc.). 


Requires the ability to successfully complete a nationwide background check, which includes fingerprints and photograph, as defined by the Internal Revenue Service Pub 1075. 

 

This position is subject to the Revolving Door provisions of the State Officials and Employees Ethics Act and Statement of Economic Interests filing as required by the Illinois Governmental Ethics Act.
