Position Overview

This position serves as the Information Technology Director for the Department of Information Systems. The incumbent will plan, direct, organize, evaluate, and formulate policies and procedures for the administration of the agency’s information systems and information technology needs. Responsibilities will include managing the technical services support for complex databases, application development, and web design; establish and administer systems development methodology standards and procedures.  The position supervises a staff in the design, development, maintenance and enhancement of database application systems.  If you meet the requirements of this position and interested in joining the team at the Illinois Criminal Justice Information Authority, we encourage you to apply.

Job Responsibilities

1. 30% Formulates policies and procedures for the administration and implementation of the agency’s networks, applications, website, and databases.

2. 25% Establishes and administers systems development methodology standards and procedure.

3. 15% Serves as full-line supervisor.

4. 10% Provides consultation and technical assistance to ICJIA management to ensure a cost-effective approach while optimizing agency program effectiveness.

5. 10% Serves as a liaison between ICJIA and the Department of Innovation and Technology (DoIT) and ensures that ICJIA stays abreast of and compliant with statewide technological initiatives. 

6. 5% Keeps abreast of new developments in the IT field.

7. 5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four years of college with coursework in management information systems, computer systems, public or business administration.

2. Requires prior experience equivalent to four years of progressively responsible administrative experience in computer based management information system.

3. Requires thorough knowledge of management information systems, data base administration, systems analysis and computer/communications systems; of management principles and practices; of administrative procedures and processes utilized in organization, fiscal and staff management and budgetary preparation and control. 

Preferred Qualifications (in priority order)

​​​​1. Requires a minimum of 4 years of professional experience managing a team of five (5) or more in a professional environment. 

2. Requires a minimum of 4 years of experience in planning activities of professional and nonprofessional staff in a major agency program.  

3. Requires a minimum of 4 years of experience in directing and coordinating activities of professional and nonprofessional staff in a major agency program.    

4. Requires 4 years of experience in analyzing and evaluating operations.

5. Requires 4 years of experience in analyzing and evaluating programs, methods, rules and regulations.  

6. Requires 4 years of experience in developing, implementing and enforcing new and revised policies and procedures associated with professional licensing.                   

7. Requires 4 years of experience in developing, implementing and enforcing new and revised policies and procedures associated with enforcement program activities

8. Requires 4 years of experience in interpreting and applying policies and procedures in order to implement a major agency program.      

9. Requires 4 years of experience developing and maintaining effective relationships with other administrators, staff, professional organizations.         

10. Requires 4 years of experience developing and maintaining effective relationships with the general public.

ICJIA responds to community needs with research and federal and state grants administration. ICJIA administers over 100 million dollars in grants, including the R3 (restore, reinvest, renew) grants (funded thought the tax on legalize cannabis), state violence prevention grants, and federal grants including the Violence Against Women Act and the Victims of Crimes Act. ICJIA convenes groups and collaborates on efforts to reform the criminal justice system. ICJIA leads criminal justice reform efforts by supporting policy makers through research.
