POSITION SUMMARY

Under administrative direction of the Deputy Director of Central Management Services (CMS) Bureau of Strategic Transformation, serves as IT Operations Manager overseeing CMS’s technical aspects and IT operations, ensuring the smooth running of daily operations, providing technical support, and managing IT staff. This includes ordering and maintaining all required equipment, maintaining and monitoring all telecommunications, hardware, and software, assisting with escalated IT issues or complex technical challenges, monitoring performance to ensure the smooth delivery of IT services, overseeing IT risk mitigation and management, providing guidance and subject matter expertise on programs, designing, developing, and implementing IT policies, procedures, and creating and implementing the agency technology operations plan. 

POSITION ESSENTIAL FUNCTIONS

  • Under administrative direction of the Deputy Director of Strategic Transformation for the Department of Central Management Services (CMS), serves as the Information Technology (IT) Operations Manager.
  • Manages and supports day-to-day technology functions for CMS. 
  • Collects and analyzes perspectives, informational resources, and best practices from a variety of internal and external sources to ensure agency awareness, accuracy of understanding, and responsiveness to IT practices, procedures, and best practices.
  • Monitors and reports on progress and completion of all IT operations projects to ensure that all are completed in a timely manner and capture the maximum potential of returns for all concerned parties.
  • Serves as a full line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college.
  • Requires four (4) years of progressively responsible administrative experience in private or public administration or a closely related field

PREFERRED QUALIFICATIONS

  • Prefers three (3) years of professional experience in day-to-day IT operations, including hardware, software, and telecom.
  • Prefers three (3) years of professional experience applying and interpreting organizational programs, policies, and procedures within a large public or private sector business environment.
  • Prefers three (3) years of professional experience in implementing and using ticketing systems such as ServiceNow.
  • Prefers experience in IT risk mitigation and management practices.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
