The Illinois Workers' Comensation Commision is seeking an individual for the position of IT/Telecom Support Lead -(Public Service Administrator 3)

Under administrative direction, develops internet-based applications; develops and supports groupware applications; provides advanced professional technical support to end users of packaged software and of automated equipment by setting up database management systems for end-user applications and/or by regularly using development tools to link and adapt packaged software applications to trace or resolve user problems. Serves as a lead worker providing leadership, direction, and training to lower-level IT staff; trains and supports users of application packages on automated equipment to ensure optimal, independent use of developed automated systems and advanced features of packaged software; evaluates and tests software packages in order to make recommendations to management.

 

Essential Job Functions

  • Provides technical and analytical support for end users developing projects using database management; attends meetings with users to determine information required and the source of the necessary systems data; selects the most efficient and effective method of database layout when data is identified; chooses key fields and groups data items; prepares files for efficient loading into the data base; initiates user space requirements, identification numbers and password for the user; executes the language procedures which load the required data into the users data base; tests systems for meeting the user’s needs; provides training to end users in the required procedures; answers specific questions related to the application of the language used for the users project. 
  • Provides work leadership, direction and training for end users in the areas of user applications, operating systems relational data base systems and internet services’ responsible for support for integrated systems; provides second level problem diagnosis for user and systems related calls and serves as the liaison with vendors for software and equipment problem resolutions; maintains information logs for equipment by location on hardware and software; develops and supports Internet operations; creates reports related to user statistics; plans and coordinates with management on systems installations, removals, modifications and security within the Commission and Department of Innovation & Technology(DoIT) requirements and office automation policy.  Develops, revises, and administers policy relative to Applications Support. 
  • Serves as working supervisor.
  • Provides training to end users; creates and maintains instructional and informational training material including procedural manuals, documents and special instructions to assist in problem solving, and education of users regarding program documentation; maintains statistical records of information center usage for manager. 
  • Provides application design and program coding for special processing needs when information center software products fail to meet user needs; identifies and refers requests for development to management; provides technical assistance and support to agency personnel assisting staff in recognizing errors and to identify possible solutions; works to resolve errors and provide corrective action and/or contacting vendor support. 
  • Develops thorough knowledge and familiarity with internet and internet-based applications developed by the Commission and serves as an expert for groupware application products providing guidance in highly complex program aspects.
  • Serves as a liaison performing interface functions when assistance and/or information is required for the user to complete a project or task or to resolve problem issues.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four years of college with coursework in computer science or directly related fields.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in computer science or directly related fields.

Knowledge, Skills, and Abilities

  • Requires thorough knowledge of Information Technology concepts and principles, the theories and functions of computer systems and the principles and techniques of Information Technology documentation. 
  • Require the ability to train individuals in the use of utilized software.
  • Requires developed oral and written communication skills to present technical information to others with clarity and precision. 
  • Requires thorough knowledge of hardware and software, languages, and procedures to provide assigned technical and analytical services. 
  • Requires thorough knowledge of the methods, procedures, and techniques of conducting feasibility studies for system conversions and enhancements. 
  • Of the three years of experience outlined above, requires at least three years of experience utilizing such applications as Windows 7 or later.
  • Prefers five years of professional experience in a related Information Technology field.

Workers’ compensation is a no-fault system of benefits paid by employers to workers who experience work-related injuries or diseases.

 

The Illinois Workers’ Compensation Commission resolves disputes between employees and employers regarding work-related injuries and illnesses. A case is first tried by an arbitrator, whose decision may be reviewed by a panel of three commissioners. Cases may then be appealed to the circuit court, Appellate Court, and Illinois Supreme Court. Like most court systems, the vast majority of disputes are resolved by settlement.
