Position Overview

The Illinois Department of Veterans Affairs is looking to hire a detailed-orientated Human Resources Representative. This Human Resources Representative position is in the Human Resources Office at our Chicago Veterans’ Home and serve as a journey level professional performing all complex and specialized Human Resources duties regarding Benefits, Payroll, Timekeeping, FMLA/LOA/Workers Compensation, Classifications and Hiring processes. 

Essential Functions

  • Under direction, provides technical services for assigned division of the Agency.
  • Serves as the Agency’s Payroll Representative performing complex and specialized duties related to payroll and provides technical support regarding state-wide policies and procedures.
  • Serves as the Agency’s Benefits Representative with CMS Group Insurance, State Employee’s Retirement System, CMS Deferred Compensation and Employment Security.
  • Assists the Central Human Resources Hiring Unit in conducting structured interviews, with a panel consisting of a combination of managers and /or technical experts, or functions as interviewer facilitator.
  • Prepares and explains new employee documents.
  • Performs professional duties for the effective implementation of personnel operation in the areas of timekeeping.
  • Assists the Central Human Resources Classification Unit in the areas of position classifications.
  • Serves as FMLA/LOA/Workers Comp liaison between Central Office FMLA/LOA/Workers Comp Coordinator and agency employees, HR Staff and others regarding HR related inquiries.
  • Performs other duties as required and assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college and one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.

Preferred Qualifications

  • Working knowledge and understanding of the Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, the Comprehensive Employment Plan (CEP), and/or other similar departmental policies, processes, and procedures.
  • One (1) year of professional experience framing correspondence and reports with grammatical correctness.
  • One (1) year of professional experience gaining knowledge of Illinois state government and its purposes.
  • One (1) year of professional experience soliciting and obtaining information/data from people.
  • One (1) year of professional experience working with personnel-related computer systems, such as the Personnel Examination and Eligibility Records Systems (PEERS), SAP Human Capital Management Systems or similar, DocuWare, Mobius Printing, Microsoft Teams, Excel and/or Word.

  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
