Position Overview

The Illinois Educational Labor Relations Board (Board) is seeking to hire an Information Technology (IT) Liaison in the administrative title of Executive I to perform specialized IT work related to managing all aspects of the Board’s technological responsibilities under the direction of the agency Executive Director. This is a diverse position with multiple IT responsibilities and the selected candidate will serve as the agency’s technology specialist assigned to manage projects involving the development, design and implementation of IT and communications systems. He or she will serve as liaison to the Illinois Department of Innovation and Technology (DoIT), the department responsible for overseeing all technology for the agencies under the Governor’s jurisdiction, by attending all technology training provided by DoIT and communicating updated information to the Executive Director for agency implementation. The work would include assessing, developing and implementing all software and hardware products for staff and Board Members, through consultation with the Executive Director, General Counsel, and agency CFO. The work involves managing the agency case tracking database system and generating a variety of mandatory case reports by manipulating the database programs and fields and producing data reports within specified deadlines. It also includes maintaining, designing and updating the agency’s website; and preparing risk assessment protocols and reports, implementing IT security measures and generating various related IT reports. The duties cover managing all facets of agency telecommunications services and instructing staff on the use of data, voice and wireless services; analyzing, resolving and projecting agency IT issues, remedies and developmental goals. Electronic inventory of all agency property, including computer hardware components, document conversion duties, electronic file storage, and disposition of agency records supported by detailed reports, as agency liaison to the Illinois Secretary of State Records division, is a critical part of the job. As there a variety of tasks and duties, most requiring frequent interaction with various agency personnel, staff and outside entities, the ideal candidate should have excellent verbal and written communication skills. The selected candidate should be able to write basic reports and verbally express the status of the agency’s IT accomplishments, needs and goals.

 

 

 

Essential Functions

  • Conducts feasibility studies and manages projects involving the development, design and management of IT and communications systems
  • Provides advice and consultation to senior management on the IT budget and the acquisition and use of computers
  • Develops, designs and implements appropriate standards, policies and procedures to provide maintenance, protection, retrieval and disposal of the Agency's records
  • Coordinates with DoIT and CMS to manage the agency website

 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college in Computer Science or a related information technology field 
  • Requires one year of responsible administrative experience in a public or business organization performing information technology functions

Preferred Qualifications

  • Prefers a professional Information Technology Certification (e.g. networking, operating systems, security, etc.)
  • Prefers three (3) years of technical IT customer services experience working with technical products and services
  • Prefers working knowledge of Microsoft 365, Windows.
  • Prefers working knowledge of database systems.
  • Prefers working knowledge of telecommunication products, services and making recommendations on products and services to meet business needs.
  • Prefers extensive knowledge of verbal and written communication skills.
  • Prefers extensive knowledge of organizational and follow up skills.
  • Prefers working knowledge of assessing an issue and making a recommendation for the application of appropriate tools and/or equipment.

The IELRB is the state agency responsible for administering the Illinois Educational Labor Relations Act (IELRA), which establishes the right of educational employees to organize and bargain collectively. Some of the methods the IELRB employs to protect these rights include conducting on-site ballot elections to determine educational employees’ preferences regarding union representation; certifying and clarifying bargaining units; investigating unfair labor practice charges; ruling on unfair labor practice charges; and conducting hearings and issuing formal decisions to decide labor disputes between educational employees and their employers. The IELRB utilizes a three-tiered adjudicatory process: all initial cases are reviewed and decided by the agency Executive Director; all hearings are conducted and decided by one of the Board Agents; and all appeals and final orders are heard and decided by the agency’s Board
