Position Overview
The Department of Insurance in seeking to hire a Workers Compensation Insurance Compliance Investigator. This position performs complex analysis of workers’ compensation insurance compliance issues. The position conducts investigations of suspected instances of non-compliance, where employers fail to provide workers’ compensation for their employees and recommends and negotiates appropriate penalties. This position performs technical and quasi-legal analysis of insurance compliance cases and recommends appropriate courses of action concerning compliance to satisfy the Workers Compensation Insurance Compliance Section’s needs and statutory requirements. This position may travel to perform investigations. We invite all qualified applicants to apply.
Essential Functions
• Under administrative direction of the Assistant Deputy Director of Workers Compensation Insurance Compliance, independently performs thorough investigations, some of which are confidential and sensitive in nature, of employers for failure to comply with workers’ compensation insurance statutes.
• Advises and educates the public on the procedures and strategies for effective compliance.
• Develops certified hearing notices and other correspondence to set up informal conferences with employers.
• Participates in the resolution of compliance issues.
• Serves as liaison with employers, insurers, state prosecutors, law enforcement agencies, and office staff.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires a bachelor’s degree or the knowledge, skill, and mental development equivalent to the completion of four (4) years of college, preferably with coursework in political science, criminal justice, public or business administration, or a related field.
• Requires five (5) years of experience in insurance or utility complaint investigations, civil or criminal investigations, or comparable investigatory experience.
Preferred Qualifications
• Prefers at least five (5) years of professional experience utilizing effective investigative methods, techniques, and procedures.
• Prefers at least five (5) years of professional experience demonstrating strong investigative writing skills.
• Prefers at least three (3) years of experience applying and interpreting laws and regulations, preferably in workers’ compensation or insurance.
• Prefers at least five (5) years of experience extracting and interpreting information and ascertaining facts by personal contacts and analyzing documents.
• Prefers the ability to follow complex oral and written instructions.
• Prefers at least five (5) years of professional experience observing and recording facts accurately about persons, objects, and events.
• Prefers the ability to establish and maintain effective working relationships with professional and lay groups, local government officials, employers, and the general public.
• Prefers at least five (5) years of professional experience utilizing computer application software such as Microsoft Word, Excel, and Outlook.
Conditions of Employment
• Requires the ability to pass a background check.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
