Essential Functions

  • Under administrative direction, serves as the Integration and Development Manager for the Department of Innovation & Technology (DoIT) supporting the Department of Early Childhood (IDEC), by serving as the technical lead for the IDEC digital ecosystem, ensuring all vendor-led development strictly adheres to the DoIT Application Lifecycle Management (ALM) framework and utilizes the standard .NET code template for all custom integrations. 
  • Translates complex product requirements into detailed technical user stories, schemas, and specifications to guide development activities across the IDEC portfolio. 
  • Serves as the primary technical liaison to external vendors and partner organizations.
  • Designs, develops, and delivers automated workflows, application programming interfaces (APIs), and secure integration pipelines that connect and support the IDEC cloud environment. 
  • Supervises contractual staff. 
  • Keeps abreast of new developments in digital services, cloud infrastructure, and artificial intelligence through online training platforms, meetings, training sessions, seminars, vendor demos, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in software engineering, cloud computing, computer science, or directly related fields. 
  • Requires prior experience equivalent to three (3) years of progressively responsible technical leadership experience in the management of systems integration, workflow automation, and cloud infrastructure.

Specialized Skills

  • Requires three (3) years of professional experience in the full software development lifecycle (SDLC), utilizing CI/CD pipelines and version control systems, including Azure DevOps and GitHub, to manage enterprise-level integrations and workflow automations in a Lakehouse or modular data environment.
  • Requires three (3) years of professional experience supervising technical teams or vendor contractors, including assigning work, providing coaching, conducting evaluations, performing code reviews, and managing technical delivery milestones. 
  • Requires three (3) years of professional experience configuring and extending the Microsoft Power Platform, including Power Automate, Power Apps, Microsoft Azure and Microsoft 365 business applications, including Dataverse, SharePoint Online, and Microsoft Teams.

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience in the full software development lifecycle (SDLC), utilizing CI/CD pipelines and version control systems, including Azure DevOps and GitHub, to manage enterprise-level integrations and workflow automations in a Lakehouse or modular data environment.
  • Three (3) years of professional experience supervising technical teams or vendor contractors, including assigning work, providing coaching, conducting evaluations, performing code reviews, and managing technical delivery milestones. 
  • Three (3) years of professional experience configuring and extending the Microsoft Power Platform, including Power Automate, Power Apps, Microsoft Azure and Microsoft 365 business applications, including Dataverse, SharePoint Online, and Microsoft Teams.
  • Three (3) years professional experience translating complex business requirements into technical user stories, schemas, and execution-ready specifications that deliver clear business value to senior leaders and business stakeholders.
  • Extensive knowledge of API Management, including the design, development, and maintenance of secure RESTful interfaces.
  • Three (3) years professional experience in C# and PowerShell used for system automation and data transformation within a cloud ecosystem.
  • Ability to troubleshoot complex integration failures and maintain technical documentation for a multi-application portfolio.
  • Ability to concurrently manage multiple initiatives, including guiding the work of vendors, problem solving administrative and technical obstacles, and delivering development products in a high stakes public sector environment. 
  • Demonstrated commitment to continuous learning through ongoing coursework, certifications, conferences, and vendor demos to stay current on digital services, cloud application development, and AI.
  • Current Microsoft or Azure certifications as a Developer, Solution Architect, or Engineer.

  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
