The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Internal Investigations Manager in the Office of Inspector General.  Under administrative direction, this position will manage, coordinate, and conduct investigations of allegations of misconduct, malfeasance, and misfeasance.  The position will provide oversight of Internal Security Investigators and will analyze evidence and Child Death Review Team recommendations.  This position provides a great opportunity for someone who has a strong commitment to investigating allegations of misconduct and working to provide resolution of such cases.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Job Responsibilities

  1. Manages, coordinates, and conducts investigations of allegations of misconduct, malfeasance, and misfeasance, of a confidential and sensitive nature
  • Analyzes statewide policies and procedures related to child welfare based on social work principles
  • Conducts investigations in a manner that will preserve evidence for possible criminal prosecution
  • Analyzes evidence discovered under applicable federal and state statutes and rules to determine whether criminal prosecution or disciplinary or licensure action is warranted
  • Recommends revisions of existing policies and establishment of new child welfare policies
  • Drafts investigative reports
  • Drives to on-site locations to conduct investigations

  • Serves as full line supervisor
  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves/disapproves time off requests

  • Adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge
  • Prepares and signs performance evaluations
  • Determines and recommends staffing needs
  • Coordinates with Error Reduction Training Team in developing Error Reduction implementation plans based on investigations.
  • Serves as OIG liaison to DCFS in coordinating and implementing OIG recommendations
  • Recommends revisions to OIG recommendations as circumstances warrant
  • Compiles recommendation data and implementation status for annual report
  • Provides analysis and appraisal of Child Death Review Team recommendations and ascertains whether further action is required by the OIG
  • Coordinates all public inquiries into child death reports and statistical reports referenced in OIG annual reports
  • Researches and reconciles any discrepancies in measures, gauging if revisions are needed
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

 

Minimum Requirements

     Requires knowledge, skill and mental development equivalent to completion of four years of college

     Requires three years of progressively responsible administrative experience in public administration in the area of

     law enforcement or investigations

Preferred Qualifications (In Order of Significance)

  1. 5 years of professional experience conducting or managing internal investigations of a sensitive and confidential nature in a public or business organization
  2. 7 years of professional experience conducting or managing investigations in a public or business organization
  3. Completion of a master’s degree in public administration, business administration, legal studies, law enforcement, criminal justice, or social work
  4. 5 years of professional experience in child welfare with a public or business organization
  5. 5 years of professional experience writing investigative reports for a public or business organization
  6. 3 years of experience supervising professional staff in a public or business organization
  7. 5 years of professional experience utilizing investigative techniques to gather information and analyze evidence in a public or business organization
