Position Overview
The Division of Early Childhood is seeking to hire an advanced analyst to provide training and technical assistance for other sections and units within the Bureau of Subsidy Management concerning program best practices, program techniques and methods in the Child Care Assistance Program Support Unit. This position functions independently as a team leader, liaison or monitor for work groups in limited agency-wide study or major phase of the childcare delivery system INCCRRA subsidy committees (Illinois Network of Child Care Resource and Referral Agencies), contracted childcare services, etc.
Essential Functions
- Provides training and technical assistance for other sections and units throughout the state relative to program best practices, program techniques and methods.
- Develops and implements training materials and techniques for individual assistance for contracted staff of the Child Care Assistance Program.
- Functions independently as a team leader, liaison or monitor for work groups in limited agency-wide study or major phase of the childcare delivery system INCCRRA subsidy committees (Illinois Network of Child Care Resource and Referral Agencies), contracted childcare services, etc.
- Establishes priorities and completion dates for assignments and determines methodology to successfully complete projects.
- Establishes and maintains extensive personal contacts with Bureau operating staff and managers and with the contracted providers of the childcare delivery system to facilitate the implementation of policies and procedures to confirm the Child Care Program is consistent with the goals of the various affected areas of the agency.
- Participates in training as necessary to strengthen both staff and the Division.
- Performs other duties as requires or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research.
- Requires three (3) years progressively responsible professional experience in management operations analysis.
Preferred Qualifications
- Three (3) years of professional experience in developing, implementing, and evaluating written and verbal trainings on public benefit programs for a public or private business organization.
- Three (3) years of professional experience in the application and conduct of management studies.
- Two (2) years of professional experience providing technical assistance support (resolving questions, issues or concerns) to public or private recipients of a social service program.
- Two (2) years of professional experience in data processing to transform raw data into meaningful usable information through a series of mining, collection, preparation, input, processing, output, and storage using a scripting or database language.
- Two (2) years of professional experience leading various training classes to internal and/or external stakeholders in a clear and concise manner via oral and written communication.
- Two (2) years of professional experience developing, preparing, and presenting instructional materials, and training curriculum to public or private recipients of a social service program.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
