Position Overview
The Bureau of Accreditation, Licensure, & Certification is seeking to hire a Management Operations Analyst II to serve on the Compliance Unit. This position works with Agencies that provide community-based services to individuals with developmental/intellectual disabilities to ensure that they meet state and federal guidelines from the initial licensure process throughout the history of each agency. Performs analysis of internal documentation to ensure the Bureau remains in regulatory compliance. Navigates and updates the provider database and digital filing system course of performing job tasks.
Essential Functions
- Functions independently and as a team leader on major phases of a complex study designed to determine policy effectiveness, performance deviations, staffing needs or problems, system improvements or developments needed for the Bureau of Accreditation, Licensure and Certification (BALC).
- Reviews and analyzes bulletins, letters, and directives from other divisions, bureaus, state agencies and the federal government.
- Provides technical assistance and consultation for BALC, other bureaus, sections, and units within the agency concerning the determination of appropriate scientific methodologies, evaluative techniques, and project monitoring techniques.
- Researches innovative operational techniques and procedures for the purpose of developing improved computer systems.
- Initiates and designs new or revised data collection techniques and forms.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research.
- Requires three (3) years progressively responsible professional experience in management operations analysis.
Preferred Qualifications
- Three (3) years of professional experience reviewing and editing professional documentation to enhance quality assurance.
- Two (2) years of professional experience interpreting and applying Statutes, Rules, policies, and procedures to work practices.
- Two (2) years of professional experience working in a database system to manage customer records.
- Two (2) years of professional experience utilizing spreadsheets, such as Excel, for data management and tracking.
- Two (2) years of professional experience analyzing problems and developing systems of action.
- Two (2) years of professional experience initiating and designing new and revised data collection techniques and forms.
Conditions of Employment
- Requires a valid driver’s license.
- Requires the ability to travel statewide, including overnight stays.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
