POSITION SUMMARY

CMS is establishing a Project Management Division to drive agency-wide transformation. A key member of this team is the new Business Systems Analyst, responsible for translating business needs into actional technical requirements. This role will partner with stakeholders to understand business objectives, evaluate how current systems support those objectives, and design future-state workflows that that guides system enhancements. The Business Systems Analyst will create process maps, develop functional specifications, recommend potential solutions, and collaborate with IT teams to ensure systems are properly configured and integrated. This role will also support testing and user acceptance to confirm that solutions meet business requirements and deliver measurable outcomes. The ideal candidate is analytical, detail-oriented, and skilled at bridging the gap between business and technology. POSITION ESSENTIAL FUNCTIONS

  • Under general direction, serves as the Business Systems Analyst evaluating the existing business processes being used by the Department of Central Management Services (CMS), identifying areas for improvement, and translating business needs into clear and actionable technical requirements.
  • Develops process maps and documentation.

  • Collaborates closely with both the Department of Innovation & Technology (DoIT) information technology (IT) teams and the project manager to support the successful implementation of new system technologies that align with business processes.

  • Creates detailed test cases and test plans based on gathered requirements to meet quality assurance standards.

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

MINIMUM QUALIFICATIONS

  • Requires a master's degree in business or public administration or a closely related field, and preferably including coursework in systems analysis, accounting, computer science, and statistics; requires two years of professional experience in public or business administration OR Requires a bachelor's degree in business or public administration or a closely related field, and preferably including coursework in systems analysis, computer science, and statistics; requires four years of experience directly related to the development, maintenance and coordination of a computer-based management information system.

PREFERRED QUALIFICATIONS

  • Prefers three (3) years of professional experience in business system analysis, business process analysis, or a related role supporting technology implementation.
  • Prefers two (2) years of professional experience with translating business needs into technical and functional requirements, preparing and reviewing system documentation, functional specifications, and complex data from reports.
  • Prefers two (2) years of professional experience working cross-functionally with IT, change management units, business units, and project stakeholders displaying strong written and verbal communication skills, including the ability to present technical concepts to non-technical stakeholders.
  • Prefers working knowledge of Enterprise Resource Planning (ERP) systems and business process automation technology.
  • Prefers two (2) years of professional experience with business process modeling and process improvement methodologies (e.g., Lean, Six Sigma, Business Process Model and Notation, Kaizen, etc.).
  • Prefers working knowledge of process mapping tools (e.g., Microsoft Visio).
  • Prefers elementary knowledge of Structured Query Language (SQL) or similar querying languages.
  • Prefers Certified Business Analysis Professional (CBAP), Certification of Capability in Business Analysis (CCBA), Professional in Business Analysis Certification (PMI-PBA), or similar Business Analysis certifications.
  • Prefers Lean Six Sigma Green Belt certification or other process improvement certifications.
  • Prefers experience supporting or coordinating User Acceptance Testing (UAT).

CONDITIONS OF EMPLOYMENT
