Job Responsibilities

1. Principally plans, directs and evaluates the implementation of the Community Public Health Outreach for each of the Offices of the Illinois Department of Public Health.

  • Serves as lead principal policy-making official for the Department's Community Public Health Outreach Program, committing the agency to a specific course of action.
  • Creates policy on the best practices for conducting effective outreach to diverse communities, including but not limited to people of various ethnic background, people with disabilities, immigrants, rural and any other diverse characteristics, to ensure that agency resources, including but not limited to grants are distributed based on standards including the demographics of the state.
  • Plans, directs and evaluates the Community Public Health Outreach Program(s).
  • As Manager, assess each Department of Public Health Offices' practices and programs to ensure that they are accessible to diverse communities and that resources are being allocated based on standards that include demographic data.
  • Develops and establish program and operational policies and procedures for all Department of Public Health Offices on appropriate outreach to diverse communities for their respective programs.
  • Reviews, modifies and implements existing program objectives.
  • Develops long range plans for the Department's Community Public Health Outreach Program and monitors progress toward accomplishment of its goals and objectives.
  • Reviews and recommends position on related State and Federal legislation.
  • Develops and proposes Community Public Health Outreach Program budget, including new initiatives and program deletions.
  • Prepares budget estimates and justificaiton for Community Public Health Outreach Program and control of expenditures of funds allocated.

 

2. Speaks on behalf of the Director/Assistant Director for the Department's Community Public Health Outreach Program.

  • Represents the Department to members of the General Assembly, Governor's Office, Federal Officials and other State Agencies on issues of outreach, community relations and diversity.
  • Establishes and maintains on-going dialogues with relevant provider, client and advocacy groups.
  • Notifies policy development staff of new initiatives and identifies operational issues.
  • Travels on statewide basis to meet with State and Community Representative and advocacy groups, such as people with disabilties, immigrants, rural and an other diverse characteristics, for purposes of building efficient relationships with stakeholders.

 3. Directs the implementation of the Community Public Health Outreach Program(s).

  • Develops and implements program goals, objectives and operational standards.
  • Advises all Department of Public Health Offices in the formulation and execution of Community Public Health Outreach policies.
  • Evaluates the impact of program enhancements.
  • Consults with staff to ensure compliance with Department policies and procedures and State and Federal guidelines and regulation.
  • Plans for efficacious utilization of program resources including budget analysis, program development and public relations.

 

4. Speaks and writes Spanish to clients and groups; answers inquiries from members of the Spanish speaking community.

 

5. Serves as memeber of Director's Executive Staff.

 

 6. Manages provisions of training and consultation to local agencies, State and Community Representatives and advocacy groups regarding serves provided by the Department and requirement of applying and receiving such services.

 

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four years of college.

2. Requires prior experience equivalent to four years of progressively responsible administrative experience in public health.

3. Requires the ability to speak and write Spanish at a colloquial skill level.
