Position overview:
The Department of Healthcare and Family Services, Division of Medical Programs, Bureau Managed Care is seeking to hire a motivated, detail oriented and qualified individual to serve as MCO Program Performance Compliance Manager. This position performs highly responsible functions in ensuring quality program performance from multi-million-dollar MCO Program for medical services provided to clients enrolled in the Agencies Medicaid Program.

Essential Functions
- Serves as the Managed Care Organization (MCO) Program Performance Compliance Manager for the Division of Medical Programs, Bureau of Managed Care
- Plans, directs, and evaluates the Agency’s MCO Program performance activities and consults with managers and staff on performance issues or activities
- Plans, directs and evaluates the performance activities and participates in negotiation with the MCOs, in cooperation with the Bureau of Contract Management
- Serves as Agency and Division spokesperson
- Serves as full line supervisor
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in health administration, public health, public policy or business administration
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience preferably overseeing high dollar medical contracts for a public or business organization
Preferred Qualifications
- A minimum of four (4) years of professional experience developing procedures to monitor multi-million-dollar managed care contracts for medical services
- A minimum of four (4) years of professional experience reviewing legislation to determine impact on operations
- A minimum of four (4) years of professional experience developing and negotiating medical based contracts
- A minimum of four (4) years of professional experience developing and implementing policies for a medical organization
- A minimum of four (4) years of professional experience ensuring compliance with federal, state and organization rules and regulations relating to a care coordination contract program
- A minimum of two (2) years of experience supervising staff
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant /employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the
Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
