Position Overview
The Marketplace Digital Marketing Manager is responsible for designing, developing, and implementing the Get Covered Illinois (GCI) marketplace website. The website is critical to helping connect Illinoisans with and sign up for affordable, comprehensive health insurance. The Manager will not only design, develop, and implement the GCI marketplace website but also work to improve the website, track website user engagement and traffic, and provide website analyses to GCI leadership. The Manager will work with the GCI marketplace communications & marketing director and other GCI leadership to market the GCI website, implement GCI marketplace communication & outreach strategies, and market the website. The Manager will implement and oversee GCI marketplace website accessibility and ensure the website is available & accessible to all Illinoisans seeking to purchase health insurance. The Manager will provide training and assistance to GCI leadership & staff and will assist GCI communications & marketing with social media efforts. The Manager will also work with the Illinois Department of Innovation & Technology (DoIT) on best practices and standards. The Manager will help GCI to further the mission of the marketplace. Get Covered Illinois is the State of Illinois’s new Health Insurance Marketplace. Get Covered Illinois’s mission is to increase access, enrollment, affordability, and choice for individuals and families by connecting them to health insurance plans and savings available through the Affordable Care Act. Get Covered Illinois provides pathways to coverage through a consumer-centric online application platform, a Customer Assistance Center, localized outreach and education strategies and a network of in-person assisters embedded in communities across the state that help Illinoisans enroll in the coverage that best meets their families’ needs. Essential Functions
• Under the direction of the Marketplace Communications and Marketing Director, serves as the statewide Marketplace Digital Marketing Manager managing the Get Covered Illinois (GCI) website content strategy, promoting optimal customer experience.
• Manages and implements digital marketing advertising campaigns.
• Manages all digital marketing tools.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
• Requires two (2) years of responsible administrative experience in a public or business organization.
Preferred Qualifications
• Prefers prior professional experience equivalent to two (2) years implementing and managing digital marketing campaigns across web, paid media, social media, and email.
• Prefers prior professional experience equivalent to two (2) years of experience with digital marketing tools and platforms (e.g. Google Analytics, LinkedIn Ads, SEO tools, and Email Service Provider (ESP) and Customer Relationship Management (CRM) platforms).
• Prefers (3) years of professional experience implementing digital marketing strategy.
• Prefers (3) years of professional experience managing website content.
• Prefers (3) years of professional experience collecting and analyzing marketing data for website or campaign optimization.
• Prefers (2) years of basic web design experience in a professional setting (e.g. HTML, CSS).
• Prefers (3) years of professional experience with Adobe and Microsoft 365 applications.
• Prefers (2) years of professional experience collaborating with leadership teams across a variety of departments to ensure web properties and campaigns meet their communication needs.
Specialized Skills
• Requires prior professional experience equivalent to two (2) years implementing and managing digital marketing campaigns across web, paid media, social media, and email.
• Requires prior professional experience equivalent to two (2) years of experience with digital marketing tools and platforms (e.g. Google Analytics, LinkedIn Ads, SEO tools, and Email Service Provider (ESP) and Customer Relationship Management (CRM) platforms).
Conditions of Employment
