Position Overview
Join Get Covered Illinois and help us transform access to affordable healthcare coverage. As a Project Manager within GCI, you will play a critical role in delivering high-impact initiatives that directly support residents in accessing health insurance through a reliable, secure, and user-centered platform. In this role, you will manage workstreams that span policy implementation, IT system enhancements, consumer experience improvements, and operational efficiency.
You will collaborate with stakeholders across government agencies, vendors, and internal teams to ensure projects are delivered on time, within scope, and aligned with GCI’s vision. This position offers a unique opportunity to work at the intersection of public service, technology, and healthcare policy. You’ll help shape a program that affects hundreds of thousands of residents, while gaining exposure to all of the aspects relation to a State Based Marketplace (SBM).

Essential Functions
• Under general direction of the Deputy Director of Marketplace Business Solutions, develops and implements new project management tools and processes for a complex, multistakeholder program.
• Independently leads stakeholder engagement and cross-functional coordination for discrete projects or to address specific challenges in support of program objectives.
• Confers with the Deputy Director of Marketplace Business Solutions, and coordinates with information technology (IT) resources to monitor and support the coordination of IT projects for the program.
• Completes special projects pertaining to business solutions and program management efforts as assigned by the Deputy Director of Marketplace Business Solutions.
• Collaborates with the Deputy Director of Marketplace Business Solutions, and with other Project Management team members, to lead ongoing process improvements to project management tools and processes for the program.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
• Requires (2) years of responsible administrative experience in a public or business organization.
Preferred Qualifications
• Prefers two (2) years of certification as a certified Project Management Professional (PMP) or equivalent with two (2) years of practice in the government, healthcare, or insurance industries.
• Prefers three (3) years of experience managing complex, multi-stakeholder projects in a project management capacity.
• Prefers three (3) years of experience demonstrating complex and effective communication across stakeholders.
• Prefers three (3) years of experience with Microsoft Office 365 products in relation to project management.
• Prefers two (2) years of experience working with the Affordable Care Act (ACA).
• Prefers two (2) years of experience in the government sector.
Specialized Skills
• Requires possession of a Project Management Professional (PMP) certification or equivalent and one (1) year of experience in government, healthcare, or insurance industries.
Conditions of Employment
• Requires the ability to pass a background check.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate.

The Department of Insurance (DOI) regulates the insurance market in the State of Illinois including, but not limited to, licensing and educating insurance agents, investigating Workers Compensation fraud, and examining the operations and finances of insurance companies domiciled in the state.
