Position Overview

The Medical Services Operations Administrator for the Office of Health Services (OHS) oversees healthcare operations across all IDOC facilities, focusing on performance monitoring and operational improvements. Responsibilities include preparing reports for leadership, managing special projects, and fostering relationships with facility staff to achieve operational goals. Additionally, the role involves overseeing hiring and training, developing recruitment strategies, and ensuring fiscal oversight and resource management for healthcare services. The administrator also strategizes on facility operations, implements operational improvements, and ensures compliance with regulatory standards by leading quality improvement initiatives and risk management policies. Overall, the position emphasizes enhancing healthcare delivery while maintaining quality and compliance. We encourage all qualified applicants to apply. 

Essential Functions

  • Serves as the Medical Services Operations Administrator for the Office of Health Services (OHS).
  • Provides fiscal oversight and resource management.
  • Strategizes on facility operations and process improvements as it relates to medical services.
  • Serves as full-line supervisor.
  • Quality Improvement and Regulatory Compliance
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of a bachelor’s degree from an accredited college or university, with major coursework in healthcare administration, public health, business administration, or a closely related field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in healthcare administration or government operations with diverse operational needs and unionized workforces.

Preferred Qualifications

  • Prefers a master’s degree in healthcare administration, public health, business administration, or a closely related field.
  • Prefers at least four (4) years of professional experience in strategic planning and oversight of a healthcare system providing services to at least 500 correctional/forensic patients daily and a workforce exceeding 250 full-time employees (FTEs).
  • Prefers at least four (4) years of professional experience managing an annual operating budget of at least $10 million, including reviewing and approving expenditures for supplies, equipment, and facility improvements.
  • Prefers three (3) or more years overseeing contracts with a total value exceeding $10 million and dealing with matters including ensuring effective service delivery, addressing performance issues, and resolving conflicts with external providers.
  • Prefers at least five (5) years of managerial oversight of Human Resource functions, including recruitment, training, and labor relations for a workforce of over 250 employees.
  • Prefers seven (7) or more years of experience working with the Illinois Procurement Code, including navigating complex purchasing requirements, managing large contracts, and ensuring compliance with state regulations.
  • Prefers seven (7) or more years of experience working with the Illinois Personnel Code, including addressing classification, labor relations, and compliance issues, particularly in unionized environments.
  • Prefers five (5) or more years of professional experience in corrections, healthcare, or mental health organizations, focusing on operational oversight, regulatory compliance, and service delivery to specialized populations.
  • Prefers three (3) or more years of experience managing healthcare-related operations, with proven expertise in aligning operational processes with industry best practices, such as ensuring patient safety, improving care delivery, and maintaining compliance with healthcare regulations.
  • Prefers three (3) or more years of experience meeting healthcare standards, as outlined by the National Commission on Correctional Health Care (NCCHC).

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to work outside of regularly scheduled work hours.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
