Position Overview:
The Commission on Equity and Inclusion is looking to hire a Mentor Protégé Program Manager for the Business Enterprise Program (BEP). This position leads strategy, organizes, executes, and maintains the Mentor Protégé Program and Capacity Building Initiatives for BEP vendors. This includes operations and outreach utilizing knowledge of Illinois Businesses, the Business Enterprise Program, Small Business Set Aside Program, Veterans Business Program, and small business technical assistance program. This manager should have a passion for supporting disenfranchised businesses and desire to see communities succeed. This manager will collaborate the other divisions within the Commission on Equity and Inclusion to ensure that all BEP vendors have access to growth education and opportunities. This manager will also collaborate with community organizations to establish partnerships that will contribute to successful capacity building programming and increase access for BEP vendors.

Essential Functions
- Serves as the Mentor Protégé Program Manager for the Business Enterprise Program (BEP).
- Serves as a liaison between the BEP Council, prime contractors, BEP-certified contractors, BEP staff, CMS leadership, and other agency staff about the Mentor Protégé Program and its policies, procedures, and benefits.
- Confers with the BEP Deputy Director and Associate Deputy Director to analyze and determine program budgetary requirements and strategic targets for prioritization and cost saving initiatives.
- Plans, develops, and implements a comprehensive training program for the BEP Mentor Protégé Program to ensure that BEP Compliance Coordinators and agency procurement personnel understand the policies and requirements of the Mentor Protégé Program and its impact on overall BEP Compliance.
- Serves as full line supervisor.
- Provides advice, guidance, and assistance to staff statewide regarding the Mentor Protégé Program information, research status and costs.
- Oversees and reviews Mentor Protégé Agreement applications in accordance with BEP rules and policies.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Preferred Qualifications
- Prefers two (2) years of professional experience utilizing computer software applications such as word processing, spreadsheet, and database applications to develop databases and spreadsheets for monitoring, tracking, and developing reports.
- Prefers one (1) year professional experience developing a comprehensive training and/or leadership program.
- Prefers two (2) years of professional experience researching and compiling statistical information and developing and maintaining comprehensive reports.
- Prefers one (1) year of professional experience developing, implementing, and evaluating new and revised methods, procedures, and performance standards.
- Prefers three (3) years of professional supervisory and management experience.
- Prefers one (1) year of professional experience with public speaking.
- Prefers one (1) year of professional experience utilizing social media for organizational marketing.

- Overtime is a condition of employment and you may be required/mandated to work overtime including scheduled, unscheduled, or last minute overtime.
- Per Executive Order 2018-07, requires engagement with Business Enterprise (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force.
- Requires the ability to travel statewide.
