POSITION OVERVIEW

The Illinois Department of Central Management Services’ Business Enterprise Program is seeking to hire a highly motivated, creative, efficient, Spanish speaking candidate to serve as an Outreach Coordinator. Under direction of the Outreach Manager, this position manages outreach activities that include virtual and in-person events, social media promotion, creating outreach materials and assisting potential BEP vendors with the certification process.  This position establishes connections within the Illinois business community and consistently promotes opportunities that will benefit businesses owned by Minorities, Women and Persons with Disabilities.

JOB RESPONSIBILITIES

25% - Serves as Business Enterprise Program (BEP) representative for assigned areas at major conferences, organizational functions, workshops and seminars.

20% - Performs research to develop and maintain a general base of marketing information for assigned areas.

10% - Serves as an Outreach Coordinator for assigned areas for the Business Enterprise Program (BEP).

10% - Corresponds with business prospects through telephone, written correspondence or email to develop new contacts and business relationships promoting awareness of BEP programs offered by the State of Illinois.

10% - Assists the Outreach Manager in the development and maintenance of surveys.

10% - Translates functions/procedures into Spanish for individuals who cannot speak, read or write English, in contact with the general public, advocacy groups, customers and community organizations.

5% - Conducts research, participates in special projects, and performs assignments, independently or in cooperation with other Central Management Services bureaus, related to the BEP.

5% - Continues education by attending meetings, seminars, conferences, and workshops to increase familiarity with and maintain current on potential vendors, techniques, and procedures related to BEP activities and operations.

5% - Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

MINIMUM REQUIREMENTS

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
  • Requires one year of responsible administrative experience in a public or business organization or completion of an agency approved professional management training program

KNOWLEDGE, SKILLS, & ABILITIES

  • Prefers a bachelor’s degree in Journalism, Communications, English or a directly related field. 
  • Requires extensive knowledge of the principles and practices of public and business administration.
  • Requires the ability to develop and manage a small agency program function.
  • Requires ability to analyze administrative problems and adopt an effective course of action.
  • Requires ability to develop, implement and evaluate new and revised methods, procedures and performance standards.
  • Requires ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures.

 

 

KNOWLEDGE, SKILLS, & ABILITIES (Cont'd)

  • Prefers ability to perform research and compile statistical information, and to develop and maintain comprehensive reports
  • Prefers the ability to use peripheral equipment (e.g., personal computer, computer terminals, hand-held computer) and computer applications such as word processing, spreadsheet and database applications in the development of reports, and in the monitoring and tracking of various aspects of the Program
  • Prefers a working knowledge of procurement and certification processes

SPECIALIZED SKILLS

  • Of the one year of experience noted above, requires experience in Marketing and communications, Multicultural and/or diverse community outreach and engagement, Strategic outreach planning, Public speaking, In-person and virtual event planning.
  • Requires a working knowledge of writing and formatting styles and methods used in applicable publications, social media platforms and other technology channels, developing outreach, marketing, and public relations plans, producing written and on-line communication materials and applicable research methods.
  • Requires an extensive knowledge of public relations, marketing and community outreach principles, practices, and techniques, applicable programs, organizations, and resources, and local media outlets and news organizations.

CONDITIONS OF EMPLOYMENT

  • Requires a valid driver’s license and the ability to travel.
  • Requires ability to speak, read and write Spanish at a colloquial skill level.
  • This position requires the applicant to pass a background check.
  • Overtime is a condition of employment and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
  • Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force.
