Position Overview

The Industrial Services Consultant II position is an integral part of the Illinois On-site Safety and Health Consultation Program which offers no cost and confidential occupational safety and health services to Illinois’ small and medium sized businesses committed to improving workplace safety and health. Through on-site visits, the position works with employers to identify workplace safety and health hazards, provide advice for compliance with OSHA standards, and assist in establishing and improving safety and health programs. This position reports to the Safety Consultation Supervisor.

Essential Functions

  • Conducts on-site consultations, observes work operations, and notes hazardous conditions and unsafe work practices. Travels throughout the state identifying and documenting hazards and unsafe working conditions and notifies employer. 
  • Performs opening and closing conferences to discuss the rights, obligations and program functions under the Illinois On-site Safety and Health Consultation Program and Federal and State OSHA standards with employers and employee representatives.
  • Prepares consultation reports including hazards noted, program deficiencies and recommendations for corrective action.
  • Attends training classes, courses, and conferences to upgrade skills and knowledge and to keep abreast of Federal and State OSHA standards.
  • Assists in providing on-the-job training; Mentor trainees and/or new hires through processes and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years college with coursework in engineering, physical sciences (physics, chemistry, biology, etc.), or safety/health management.
  • Requires one year of experience in industrial or construction firms engaged in industrial, mechanical or construction processes such as: insurance loss control representative, fire safety inspector, safety engineer or any equivalent combination of training and experience.

Preferred Qualifications

  • One (1) year of experience working with federal OSHA laws, standards and regulations and applicable state statutes, rules, and regulations.
  • One (1) year of experience utilizing effective method of consultation visits.
  • One (1) year of experience utilizing fundamental principles of sound safety and health practices and methods.
  • One (1) year of experience working with standard types of machinery and equipment employed in industrial or construction firms.
  • One (1) year of experience in determining the degree of worker involvement and risk, and to determine the severity of the hazard.
  • One (1) year of experience advising employers of hazardous situations, how to correct or eliminate them and to prepare field consultation inspection reports.
  • Prefers Safety Professional Certification (CSP).

Conditions of Employment

  • Requires the ability to wear a negative pressure respirator (NPR) and walk for extended periods of time while carrying equipment weighing 15-30 pounds. A powered air purifying respirator (PAPR) may be substituted for an NPR as determined by a physician or licensed healthcare professional.
  • Requires the ability to walk extensively, to climb ladders and to use personal protective equipment such as hard hats, safety shoes, safety glasses and protective clothing.
  • Must pass a pre-employment screening.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
