Position Overview:
The Department of Healthcare and Family Services (HFS), Office of Inspector General is seeking to hire a Paralegal Assistant for the Office of Counsel to the Inspector General (OCIG). Under the supervision of the Deputy Chief Counsel, the Paralegal Assistant will, among other things, review and revise legal documents before filing and service; maintain and update legal files, as necessary; serve as OCIG’s outward-facing liaison to external parties; respond to routine legal inquiries and correspondence from internal stakeholders; assist with reviewing legislation and administrative regulations proposed by HFS and state legislators; and conduct special projects, as needed.
The ideal candidate will have previous experience working within law firm, legal department, or a quality-improvement or compliance-focused organization, including an office of inspector general; have familiarity with other health-centric state and federal regulatory agencies; is comfortable working with the public in a customer-service role; be comfortable with working in a fast-paced and dynamic environment; and possess a willingness to help.

Essential Function
- Under direct supervision, serves as Paralegal Assistant for the Office of Counsel to the Inspector General (OCIG) under the direction of the Deputy Chief Counsel
- Acts as liaison to external parties including, but not limited to, providers, companies, and external stakeholders
- Responds to routine legal inquiries and correspondence from internal stakeholders by preparing legal memoranda and written communications for review and approval by legal staff
- Attends and participates in staff meetings to assist the Deputy Chief Counsel by preparing meeting minutes for circulation
- Assists with reviewing legislation and administrative regulations proposed by the Department of Healthcare and Family Services and state legislators
- Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in such areas as legal, pre-legal, statistics, or directly related coursework
Preferred Qualifications
- Three (3) years of professional experience working in a law firm, a legal department setting or a quality-improvement or compliance-focused organization, including an office of inspector general
- Two (2) years of experience assisting attorneys with preparation and finalization of legal documents, such as pleadings, motions, briefs, memoranda, and correspondence
- Two (2) years of professional experience in a customer-service role or role serving as an organization’s point of contact for public inquiries
- One (1) year of experience utilizing Bluebook citation style
- One (1) year of experience maintaining legal files
- One (1) year of experience utilizing Microsoft Word, Microsoft Excel, Microsoft Teams, WebEx, and. ftp sites or cloudbased file-sharing applications
- A paralegal or pre-law certification
- One (1) year of experience working with and applying the regulatory guidelines of administering a Medicaid program for a department, agency, or grassroots organization, preferably in Illinois
