Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Payroll Senior Accountant. Responsibilities include receiving, auditing, calculating, initiating and organizing various payroll transactions, analyzing and reconciling payroll data, and investigating and resolving discrepancies. This position provides a great opportunity for someone who has a strong knowledge of payroll transactions and systems and is dedicated to ensuring compliance with federal and state regulations. The ideal candidate for this position will have extensive experience performing detailed monitoring and analysis of payroll operations and preparing payroll data to meet federal and state reporting requirements. Essential Functions

  • Under direction, serves as a Payroll Senior Accountant for the Illinois Department of Employment Security (IDES)
  • Develops and/or maintains and monitors systems, including but not limited to Microsoft Access database applications and SAP software and reporting tools, for agency payroll operations to facilitate the reconciliation and processing of employee payroll payments 
  • Develops and implements accounting procedures for Illinois Department of Employment Security (IDES) online reporting systems to account for employees' hours worked in various federal programs and activities and accrued and liquidated employee leave credits  
  • Analyzes and reconciles automated payroll systems reports
  • Confers and consults with various internal and external parties, including but not limited to Illinois Department of Employment Security (IDES) personnel, the Department of Innovation & Technology (DolT), the Comptroller's Office and/or Central Management Services (CMS), to resolve complex technical issues and/or interpretation of policies and to ensure accurate payroll runs 
  • Develops and maintains systems, procedures and reports to coordinate, analyze and audit personnel and payroll changes and transactions and to administer Illinois Department of Employment Security (IDES) programs for court orders, including but not limited to garnishments and bankruptcies, received against employees  
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college, with courses in business administration and accounting 
  • Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control, or public accounting 

Conditions of Employment

  • Requires an Illinois State Police background check and self-disclosure of any criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.  
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing. 
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
