Position Overview
The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Personnel Benefits & Transition Coordinator. Responsibilities include performing duties relating to personnel transitions, such as onboarding and offboarding, and administering programs offering benefits to state employees. This position provides a great opportunity for someone who has a strong knowledge of the Personnel Code and Rules, Pay Plan and collective bargaining agreements and is dedicated to ensuring compliance with federal regulations as pertains to human resources. The ideal candidate for this position will have extensive experience working closely with management and new hires during employee onboarding and providing advice related to benefits such as health insurance, life insurance, dental insurance, flexible spending plans, State Retirement System benefits and deferred compensation. Essential Functions
- Under direction, serves as a Personnel Benefits & Transition Coordinator for the Illinois Department of Employment Security (IDES)
- Serves as a Personnel Transition Coordinator
- Serves as a liaison and provides guidance and assistance to agency employees, Human Resources (HR) staff and other interested parties regarding personnel transitions, benefits, employee records and other HR related programs and services
- Prepares, maintains and stores a variety of personnel, benefits and other human resources logs, records and files
- Serves as a Workers’ Compensation Coordinator
- Initiates and/or collaborates in new employee orientation or other sessions or meetings to inform staff on benefits and/or human resources programs, policies and procedures
- Keeps abreast of any changes related to human resources program policies and procedures, including but not limited to changes to personnel transactions, the State Group Insurance Program, deferred compensation and flexible spending
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college
- Requires one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program
Specialized Skills
- One (1) year of professional human resources experience requiring interpretation of and application of knowledge regarding the State of Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan and Collective Bargaining Contracts or similar personnel code, personnel rules, position classification plan, pay plan and collective bargaining contracts
- One (1) year of professional experience working with State of Illinois Group Insurance rules and regulations, or similar group insurance rules and regulations, and Workers’ Compensation
Preferred Qualifications
- One (1) year of professional human resources experience requiring interpretation of and application of knowledge regarding the State of Illinois Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan and Collective Bargaining Contracts or similar personnel code, personnel rules, position classification plan, pay plan and collective bargaining contracts
- One (1) year of professional experience working with State of Illinois Group Insurance rules and regulations, or similar group insurance rules and regulations, and Workers’ Compensation
- One (1) year of professional experience reviewing and processing personnel transactions (including but not limited to, job changes, salary adjustments or temporary assignments) using a Human Capital Management (HCM) system such as SAP or similar
- One (1) year of professional experience coordinating onboarding and/or offboarding processes, including working with internal and external parties (including but not limited to IT, payroll, training and facilities) to ensure a smooth transition
- One (1) year of professional experience tracking and ensuring completion of required employee tasks or processes, such as evaluations, trainings or compliance related activities
- One (1) year of professional experience handling or supporting workers’ compensation cases, including initiating claims, tracking documentation, or coordinating with relevant parties
Conditions of Employment
- Requires an Illinois State Police background check and self-disclosure of any criminal history
- Requires ability to travel in the performance of duties, with overnight stays as appropriate
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
- Requires use of an agency supplied laptop
- This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing, or involves sitting most of the time with some pushing and pulling of arm or leg controls
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
