Position Overview
The Division of Developmental Disabilities is seeking to hire an independent, highly organized, and detail-oriented Executive II for the Bureau of Accreditation Licensure and Certification. This position provides training, consultation, and tracking for individuals as they apply to become licensed by the State of Illinois to provide community-based services to individuals in the community. Manages the Bureau’s web page, SharePoint database and forms that are used Bureau wide. The Executive II assists the Administrator by tracking, compiling, and communicating various data for the Department, as well as organizing goals and objectives and supporting continuous quality improvement efforts.
Essential Functions
- Serves as Project Specialist for the Bureau of Accreditation, Licensure, and Certification.
- Plans for the proper and effective use of supportive resources including human resources management, fiscal management and budget analysis.
- Assists the Administrator in the organization of goals and objectives.
- Supports the Administrator by performing the primary controlling and managing of the inputs and outputs regarding licensure and certification of community-based service programs and to assist the Administrator to assure a positive and supportive impact on the Illinois Department of Human Services (IDHS) mission.
- Confers with the Administrator on the integration of the Bureau’s activities with other Illinois Department of Human Services (IDHS) Program Divisions, Office and Bureaus to assure consistent implementation of IDHS policy, rules and regulations as well as contributing to the overall improvement in operations.
- Implements various management studies as directed by the manager.
- Aligns the community-based service programs operations on an inter-agency basis.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization
Specialized Skills
- Of the two (2) years of responsible administrative experience, requires two (2) years of experience in database and webpage management, including advanced experience working with Microsoft Office (Excel, Access, PowerPoint): SAP Business Objects, SharePoint, Go To Meeting and AT&T Connect.
Preferred Qualifications
- Two (2) years of professional experience in database and webpage management, including advanced experience working with software such as, Microsoft Office (Excel, Access, PowerPoint): SAP Business Objects, SharePoint, Go To Meeting and AT&T Connect.
- Two (2) years of professional experience providing policy consultation and recommendations for a public or private organization.
- Two (2) years of professional experience managing a web page and database, such as SharePoint, for a public or private organization
- Two (2) years of professional experience reviewing performance standards and reports for a public or private organization.
- Two (2) years of professional experience adopting and utilizing the concepts and techniques of operations research in developing research projects.
- Two (2) years of professional experience providing technical assistance and consultation in determining the most appropriate scientific methodologies, evaluative techniques, and project monitoring techniques.
Conditions of Employment
- Requires the ability to serve on-call, including working outside of normal business hours.
- Requires the ability to travel and have a valid driver’s license.
- Requires ability to pass the IDHS background check.
- Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
