The Department of Healthcare and Family Services, Office of the Director is seeking a high energy individual with experience working in the field of Medicaid Eligibility to serve as a Program Analyst for policy and procedure implementation.  The ideal candidate will demonstrate the ability to work cohesively with internal and external partners to develop and analyze best practices to streamline eligibility processes and bring processing timeframes within federal and state guidelines.  The ideal candidate will exhibit strong leadership skills to achieve set goals while demonstrating independent initiative.  The candidate will possess strong communication skills.

Job Responsibilities

  • Coordinate communication and outreach strategies for large, multi-stakeholder projects
  • Execute strategies for the Integrated Eligibility System (IES) including the Application for Benefits Eligibility (ABE) portal and the Manage My Case (MMC) member portal and Health Choice Illinois managed care initiative
  • Devote half of their time to the Integrated Eligibility System (IES) and Application for Benefit Eligibility activity and the other half of the time serving as a Managed Care Organization (MCO) account manager under Health Choice Illinois
  • Required to act as a spokesperson for HFS Deputy Administration to effectively communicate to all stakeholders the changes and resulting benefits that occur from two major HFS initiatives 1) effective use of Application for Benefits Eligibility (ABE) and Integrated Eligibility System (IES) and 2) Health Choice Illinois
  • Play a key role in sharing critical information about two (2) separate, but connected initiatives

Minimum Qualifications

  • Requires the knowledge, skill and mental development equivalent to completion of four years of college
  • Requires at least four (4) years of experience working with state and federal Medicaid eligibility policy laws, rules and regulations

Preferred Qualifications

  • Prefers at least three (3) years of experience working with federal and state eligibility laws, regulations, and rules related to means tested medical programs
  • Prefers at least three (3) years of experience working with the Health Choice Illinois
  • Prefers at least three (3) years of experience working with as a Managed Care Organization (MCO) Account Manager
  • Prefers at least three (3) years of experience communicating to high level, preferably in the context of government and health care/human services.  Must be able to write well and present comfortably in public
  • Prefers at least three (3) years of experience maintaining public benefits in the Integrated Eligibility Systems (IES) and Application for Benefits Eligibility (ABE) customer portal
  • Prefers a Master’s degree
