Essential Functions

  • Serves as Subject Matter Expert for the Agency on Gaming Technology systems, requirements and policies.
  • Responsible for creating and updating rules and policies to comply with the multiple gaming and equipment administrative rules and regulations.
  • Responsible for conducting studies and preparing comprehensive reports on national gaming trends.
  • Serves as full-line supervisor.
  • Serves as IGB liaison to regulators.
  • Provides oversight to IGB approved gaming locations.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization

Conditions of Employment

2. Requires ability to travel.
3. Requires a valid and current driver’s license.
4. Requires proof of current automobile insurance.
5. According to the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest, other than a passive interest in a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act
6. According to the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
7. According to the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975
8. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
9. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Preferred Qualifications

  • Prefers three (3) years professional experience in a gambling or gaming industry (including but not limited to casino gaming, distributed slot/VLT gaming, sports wagering, daily fantasy sports, lottery).
  • Prefers three (3) years professional experience in a regulated industry or regulator.
  • Prefers three (3) years professional experience in project management.
  • Prefers three (3) years professional experience in database management.
  • Prefers Three (3) years of professional experience with one or more database or document management software systems.
  • Prefers three (3) years professional experience in at least one of computer science, computer engineering, informational technology, cyber security, software development.
  • Prefers three (3) years of professional supervisory experience to include assigning and reviewing work, providing guidance, training to assigned staff and/or counseling staff regarding work performance.
  • Prefers Three (3) years of professional experience developing and implementing policies and procedures for daily operations.
  • Prefers Three (3) years of professional experience communicating with both internal and external stakeholders orally and in writing ensuring detailed and critical analysis of work performed.
  • Prefers Three (3) years of professional experience drafting and/or reviewing technical documentation or reports.
