Job Responsibilities

The Illinois Department of Children and Family Services is seeking an organized, professional, and results-oriented individual to serve as Senior Regional Counsel. This position will represent the Department in the Circuit Court of Cook County. This position is a great opportunity for anyone who would like to use their skills as an attorney to benefit child welfare services. 1. Serves as a Senior Regional Counsel

  • Represents the Department in the Circuit Court of Cook County
  • Represents the Department at court hearings in Cook County Juvenile Court, including temporary custody, adjudication, disposition, permanency, status, progress, termination of parental rights, and motion hearings
  • Appears personally in court, especially on high-profile or complex cases
  • As requested or directed, appears in circuit courts in Cook County to address matters involving the Department, including Probate Court

2. Provides legal advice and counsel to professional staff in various divisions of the Department

  • Provides case consultation to Department staff to assist in the preparation of complex or difficult cases for hearings
  • Provides interpretation of court orders, statutes, and Department regulations
  • Provides input into case staffings and meetings, as necessary, to assist in resolution of issues impacting court proceedings
  • Attend regional or administrative meetings as requested by the Deputy General Counsel
  • Provides timely reporting to the Deputy General Counsel on pertinent issues and developments
  • Travels to various locations in performance of duties

3. Serves as Department representative at all levels of administrative “fair hearings”

  • Serves as the Department’s representative in service appeals
  • Assists with issue resolution and case settlements
  • Makes recommendations on appropriate action

4. Maintains current working knowledge of new legislation, Department rules and policy, and all relevant law

  • Conducts complex legal research and analysis in conjunction with providing timely, accurate legal advice and counsel
  • Provides written advice and counsel on specific complex legal issues of both statewide and regional importance, requiring in-depth legal research and analysis
  • Provides timely reporting to the Deputy General Counsel, as required or requested

5. Provides legal training to Department administrators, supervisors, and staff on various topics including testifying in court

6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1. Requires possesion of a license to practice law in Illinois

2. Requires three years of experience as an attorney presenting and arguing cases in court and/or administrative hearings

3. Requires experience as an attorney in cases involving child welfare or juvenile law

Preferred Qualifications

1.Prefers thorough knowledge of Illinois statutes and rules that have a substantial impact on Illinois juvenile court proceedings and/or DCFS’s administrative hearings

2. Prefers substantive legal writing experience as an attorney in the areas of motions, pleadings, briefs, and memoranda

3.Prefers professional experience working in a liaison capacity with various internal and external entities
