Position Overview

The Illinois Liquor Control Commission is looking to hire an energetic and detail-oriented Paralegal Assistant. This position will be under direct supervision, researching legal issues relative to specific Liquor Control Commission cases; The ideal candidate will be able to analyze statutes, regulations and policies of the Illinois Liquor Control Commission; maintaining the docket of Appeals and Citations pending before the Commission; processes all incoming and outgoing mail and accepts filings from attorneys and licensees. Job Responsibilities

  • Researches legal issues relative to specific Liquor Control Commission cases; using manual research techniques and a computerized legal research system. Compiles concise reports of findings and submits for supervisory review prior to release to staff attorneys, administrative law judges and others.

  • Analyzes statutes, regulations and policies of the Illinois Liquor Control Commission as requested by the legal staff; compiles and drafts written legal memorandum stating the impact of such statutes, regulations and policies.

  • Maintains the docket of Appeals and Citations pending before the Commission. Opens and creates files for new appeals received and new files for citations issued by the Commission. Maintains and manages the computer docketing system used by the legal staff.

  • Processes all incoming and outgoing mail, including but not limited to mail for Offers in Compromise, Pre-Disciplinary Conferences, and Sale of Alcohol to Minors cases; maintains and processes all fine payments received; and in the preparation and mailing of all documents and pleadings for disciplinary matters.

  • Accepts filings from attorneys and licensees; prepares and sends out orders and other official notices issued by the legal staff or the Commission and prepares documents and correspondence as needed by the legal staff.

 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in pre- legal studies, legal, paralegal studies, English, statistics or directly related coursework.

  • Requires working knowledge of reviewing precedent legal cases, legal research procedures, legal writing style format and vocabulary appropriate to the subject matter upon completion of a job learning period.

Preferred Qualifications (In Order of Significance)

  • Prefers a basic knowledge of the Illinois Liquor Control Act of 1934.
  • Prefers at least four (4) years of experience in operating Microsoft Office programs.
  • Prefers at least four (4) years of experience and knowledge in maintaining and updating electronic databases ie..LexisNexis, Westlaw or similar legal research databases.
  • Prefers at least two (2) years of experience in conducting legal research.
  • Prefers at least four (4) years of professional experience as a paralegal or legal assistant.
  • Prefers at least four (4) years of experience in maintaining legal files in an electronic docketing system.
  • Prefers at least four (4) years of experience in responding to discovery requests.
  • Prefers at least two (2) years of experience in conducting legal research for a managing attorney.
  • Prefers at least four (4) years of professional experience in drafting memorandums, correspondence, and other written materials.

  • Requires the ability to work overtime.

  • As a condition of employment, you and your immediate family member cannot directly or indirectly, individually or as a member of a partnership, or as a shareholder of a corporation, have any interest whatsoever in the manufacture, sale or distribution of alcoholic liquor within the last 12 months.
  • As a condition of employment, you or your immediate family member may not receive any compensation or profit, nor have any interest whatsoever in the purchases or sales made by the persons authorized to purchase or to sell alcoholic liquor within the last 12 months.

As a regulatory agency, we handle all licensing, compliance and enforcement issues. However, we also focus on public health and safety concerns, particularly preventing underage drinking.
