Position Overview

The Accountant Supervisor – Payroll position within the Office of Fiscal Management at the Illinois Criminal Justice Information Authority is responsible for tracking, monitoring, and allocating administrative costs (e.g., payroll, travel, procurement) to state and federal grants, participates in the annual budgeting process, and prepares various accounting reconciliations. This role supervises a small staff and utilizes state supplied systems (e.g., SAMS, SAP, Hana), the suite of Microsoft Office tools, and his or her problem-solving skills to keep the agency moving forward. The ideal candidate will be an active participant in payroll, financial reporting & analysis, and processing of documentation required for contracts and payments. Essential Functions

  • Oversees all payroll processes and works closely with HR, Shared Services and other departments to complete this work; supervises the preparation of monthly payroll reports
  • Maintains and processes all Research & Analysis Department (“R&A”) activity; in relation to contracts; payments
  • Serves as a working supervisor; assigns and reviews work; approves time off; provides guidance and training gives oral reprimands
  • Utilizes internal System Applications and Products (SAP), the Illinois Statewide Accounting Management System (SAMS), Automated Standard Application for Payments (ASAP), in conjunction with Microsoft Office Applications such as Excel
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years college, with courses in business administration and accounting
  • Requires two years of professional experience in accounting, payroll-related grant accounting, budgetary planning and control, or public accounting

Preferred Qualifications

  • Prefers a minimum of 3 years’ experience and extensive knowledge in accounting, auditing theory, principles, methods and procedures
  • Prefers a minimum of 3 years’ experience and extensive knowledge of laws, rules and regulations relating to state and federal grant accounting and grant auditing procedures
  • Prefers a minimum of 3 years’ experience with ability to prepare and present comprehensive financial reports utilizing Microsoft Office including Excel, Word, and Power Point
  • Prefers a minimum of 3 years’ experience with ability to determine violations and noncompliance with the law/grant administration rules and to detect and explain significant irregularities
  • Prefers a minimum of 3 years’ experience with ability to review detailed work including written or numerical data and to make calculations rapidly and accurately
  • Prefers a minimum of 3 years’ experience with skill and ability to evaluate more difficult accounting problems and to analyze and interpret more complex accounting records
  • Prefers a minimum 3 years of experience with ability to establish and maintain satisfactory working relationships and to deal tactfully with controversial problems
  • Requires minimum 3 years of knowledge and experience in using internal Systems Applications and Products (SAP), the State of Illinois Statewide Accounting Management System (SAMS), Automated Standard Application for Payments (ASAP)

ICJIA administers over 100 million dollars in grants, including the R3 (restore, reinvest, renew) grants (funded through the tax on legalized cannabis), state violence prevention grants, and federal grants including under the Violence Against Women Act and the Victims of Crime Act. ICJIA convenes groups and collaborates on efforts to reform the criminal justice system. ICJIA leads criminal justice reform efforts by supporting policy makers through research.
