Position Overview

The Division of Family & Community Services is seeking to hire a dynamic administrator and independent and critical thinker who is organized, detail-oriented, strategic mindset, and a motivational leader with the ability to communicate vertically and horizontally to serve as the Permanent Housing Administrator for the Department of Human Services. The Administrator will evaluate and control the administrative aspects of the statewide Permanent Supportive Housing Programs. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Through its programs, services, and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.

Essential Functions

  • Serves as the Permanent Housing Administrator for the Office of Housing Stability, Bureau of Permanent Housing (PH), Division of Family & Community Services (FCS).
  • Directs, organizes, and develops highly complex research to craft written and/or statistical proposals affecting changes in recommended legislation, existing statutes, and/or administrative rules as it relates to Bureau programs.
  • Serves as full-line supervisor.
  • Reviews data summary analysis reports, on routine basis, to promote needed updates and/or development of policies, procedures, and/or guidelines that result in ongoing equal and equitable service delivery to eligible individuals, statewide.
  • Represents the Associate Director or other Division of Family and Community Services (DFCS) executive team in internal and external meetings with other bureaus, divisions, grantees, stakeholders, and state and federal government representatives.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in a social or human services field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a supportive housing and homelessness assistance, public policy, program development, and/or family and community service program for a health or human services organization.

Preferred Qualifications

  • Four (4) years of professional experience directing, organizing, reviewing, and implementing activities associated with supportive housing assistance programs with a strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • Four (4) years of professional experience directing, organizing, and developing highly complex research to craft written and/or statistical proposals affecting changes in recommended legislation, existing statutes, and/or administrative rules as it relates to supportive housing assistance programs.
  • Four (4) years of professional supervisory experience managing personnel, assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.
  • Four (4) years of professional experience reviewing data summary analysis reports to promote needed updates and/or development of supportive housing assistance policies, procedures, and/or guidelines that result in ongoing equal and equitable service delivery to eligible individuals.
  • Four (4) years of professional experience representing executive level staff in internal and external meetings with grantees, stakeholders, and state and federal government representatives.
  • Two (2) years of professional experience disseminating informational notices, alerts, brochures, and reminders (e.g., Listserv/Texting Lines) to a public or private organization’s internal and external stakeholders/partners regarding various topics (e.g., special projects/initiatives, Grant Accountability and Transparency Act (GATA)/Grantmaking requirements, and other state and/or federal mandates), using graphs, charts, and/or maps [e.g., two-dimensional or Aeronautical Reconnaissance Geographic Information Systems (ArcGIS)].

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires advanced proficiency in Microsoft Office Suite, including SharePoint, Teams, and OneDrive to develop, conduct, and direct PowerPoint slide deck(s) and written and/or statistical reports, develop, review, and share meeting summaries and/or materials, and evaluate written and/or statistical summaries.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
