ICC Overview
The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation.
Public Utility Services
Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.
Transportation Services
Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.
Job Responsibilities
Under general direction, reviews and analyzes policy issues related to regulation of public utilities and other regulated companies; provides expert witness testimony on policy-related issues in docketed cases before the Commission. Performs research and analysis of policy-related issues, develops data requests, identifies issues that need further review and develops recommendations, as appropriate. Acts as project manager as assigned. Acts as staff case manager, as assigned. Reviews and analyzes company tariff filings and reports findings to the Commission. Researches and prepares reports on various policy issues, organizes workshops and discusses issues in Commission proceedings, develops cross examination questions for company and intervenor witnesses and assists in the preparation of briefs, motions, and other formal filings. Reviews and analyzes relevant State and Federal legislation, provides support to Administrative Law Judges and Commissioners as requested. |
Knowledge, Skills, and Abilities
Candidates are required to hold a master's degree in economics, finance, business, public policy, law or other closely related field and one year of relevant regulatory or utility experience. Significant additional experience may substitute for the advanced degree requirement. Post-masters graduate work in a relevant field may substitute for part or all of the experience requirement. Candidates must possess superior oral and written English communication skills. Candidates must have extensive knowledge of the personal computer and its related software programs and applications.
Education Degree
