Position Overview
The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented manager to oversee the Programmatic Monitoring Unit. This position implements policy and verifies compliance of programs purchased by the Division through the Child Care Development fund and plans, directs, controls, and evaluates professional staff involved in designing, implementing, and administering the fiscal and programmatic monitoring function for the Child Care Program. DEC is one of six divisions within the Illinois Department of Human Services (IDHS). DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS. The DEC vision is for Illinois’ pregnant persons, young children, and families to have the supports they need to achieve their full potential. Essential Functions
- Serves as Manager of the Programmatic Monitoring Unit.
- Serves as full line supervisor.
- Evaluates the Programmatic Monitoring Review Processes.
- Provides consultative services and assistance to service providers regarding design and implementation of programmatic and fiscal monitoring systems which reflect the complexities of federally mandated cost allocation plans and reporting requirements.
- Serves as point of contact for internal and external audits of DEC Programs.
- Monitors staff efforts in identifying overpayments, forgery, and in investigating and detecting fraud and abuse by participants in the Early Childhood Programs.
- Participates in internal and external training as necessary to strengthen both staff and the Division.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in programmatic monitoring or compliance reviews.
Preferred Qualifications
- Three (3) years of professional supervisory experience, assigning work, providing guidance to subordinates, training staff, recommending counseling and/or discipline following collective bargaining agreements approving time off, and preparing performance evaluations.
- Three (3) years of professional experience in administration, conducting compliance reviews of state funded community-based programs.
- Three (3) years professional experience of documenting findings and communicating orally and in written form, providing critical analysis of work performed with diverse stakeholders.
- Three (3) years of professional experience utilizing strategic and data analysis skills in written and verbal forms, to develop a tracking process for reporting and planning purposes which ensures that programmatic monitoring goals and objectives are met.
- Three (3) years professional experience developing and executing process and procedures.
Conditions of Employment
- Advanced proficiency in Microsoft Office Suite, including but not limited to Microsoft Word, Microsoft Excel, PowerPoint, and Outlook, OneDrive, and Teams to work independently and collaboratively in the creation of policy documents such as memos and position papers, analysis of data, project and legislation tracking, communication, and file saving.
