INTERNAL CONTROLS UNIT MANAGER

Essential Functions

  • As Internal Control Review Section Manager, directs, evaluates, supervises, and controls the activities of staff involved in reviewing and processing requests from casino owners, organization gaming, and master sports wagering licensees for proposed changes to their Internal Control System and/or conducting difficult and complex audits involving the examination and review of casino, organization gaming, and master sports wagering operations.
  • Interprets, explains, and/or clarifies to subordinate staff various gaming laws, rules and regulations, agency policies and procedures, applicable to casino, organization gaming, and master sports wagering operations, accounting, compliance operations, internal control systems, etc.
  • Serves as full-line supervisor.
  • Assists the Deputy Administrator with proposed changes to the Minimum Internal Control Standards.
  • Researches and analyzes existing and new gaming technologies such as server-based gaming, cashless wagering systems, remote access, and multiple locations (wide area network communication).
  • Conducts analysis of new legislation that pertains to Minimum Internal Control Standards and Internal Control Systems.
  • Confers with casino owners, organization gaming, and master sports wagering licensees to resolve complex and/ or controversial questions relative to Internal Control Systems and/or proposed changes to systems.
  • Responsible for training of subordinate staff; establishes trainee programs; and participates in training classes.
  • Participates in and/or conducts staff meetings and explains and clarifies to subordinate staff various statutes, rules and regulations, policies and procedures relating to Gaming Board operations.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires a bachelor’s degree, with coursework in auditing, business management, public administration, economics, computer science, accounting or other related subjects.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting, finance or auditing.

Preferred Qualifications (In order of Significance)

  • Prefers completion of Internal Auditor training as an Internal Auditor Trainee.
  • Prefers five years of progressively responsible administrative experience in regulatory compliance, accounting, finance or auditing.
  • Prefers two years of progressively responsible regulatory experience in a public or private organization.
  • Prefers two or more year’s working knowledge of regulatory and audit theory and procedures.
  • Prefers basic working knowledge of the Gaming Board’s programs, policies, and regulations.
  • Prefers two years of working knowledge of management principles and techniques, including organization, management, program accountability governmental operations, and systems analysis.
  • Prefers two years of working experience with strong conceptual, communication, comprehension, interpersonal and analytical skills.
  • Prefers three years of working knowledge of computer spreadsheets and word processing applications.

Conditions of Employment

  1. Pass Illinois Gaming Board’s background investigation (background check).
  2. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  3. Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
  4. Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in, or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
  5. Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
  6. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  7. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
