Position Overview
The Division of Development Disabilities is eagerly seeking to hire a dynamic, organized, detail-oriented Quality Review Specialist for the Bureau of Quality Management in Chicago. This position will provide the more complex input in planning, coordinating and conducting on and off-site assessments of certified, licensed, operated and/or funded developmental disabilities services agencies (including but not limited to community integrated living arrangements, home based services, community day services training programs and intermediate care facilities for individuals with intellectual/developmental disabilities), independent service coordination agencies in relation to Medicaid funding for an assigned geographical area of the state.
Essential Functions
- Serves as a Quality Review Specialist for the Bureau of Quality Management.
- Travels to conduct the more complex random and targeted surveys and visits developmental disabilities service agencies for a geographical area of the state to determine the level of compliance in relation to Medicaid waiver and contractual expectations. with applicable developmental disability rules, Department of Human Service principles, philosophy, and best practice criteria.
- Prepares survey forms, correspondence and reports of complex findings and recommendations.
- Conducts the more complex program evaluations of the independent service coordinator process for individuals with disabilities, including both policy and implementation issues.
- Provides written and verbal feedback and guidance to the agencies within a geographical area and informs Department staff regarding problems/possible solutions.
- Compiles information for referral to the Office of Accreditation, Licensure and Certification, the Office of the Inspector General and others.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of master's degree.
- Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.
Specialized Skills
- Of the one (1) year required experience, requires one (1) year experience conducting surveys/reviews in community-based programs and/or analyzing and evaluating community based developmental disability programs and operations.
Preferred Qualifications
- One (1) year experience conducting surveys/reviews in community-based programs and/or analyzing and evaluating community based developmental disability programs and operations.
- Two (2) years of professional experience working directly with persons with intellectual disability or other developmental disabilities.
- Two (2) years of professional experience providing technical assistance and guidance with programs and operations.
- Two (2) years of professional experience exercising a high degree of initiative and independent judgment in reviewing, developing, and formulating policies, standards, and procedures for extensive portions of the service delivery system.
- Two (2) years of professional experience conducting oral interviews with guardians, staff, and individuals with disabilities.
- Two (2) years of professional experience maintaining interpersonal relationships and resolving conflicts.
Conditions of Employment
- Requires the ability to travel extensively including overnight stays.
- Requires a valid driver’s license.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
