Position Overview

Are you interested in helping businesses grow and create large-scale economic development in Illinois? Illinois Quantum and Microelectronics Park (IQMP) provides incentives for manufacturers of quantum computers, semiconductors, microchips, or associated component parts. The Quantum Enterprise Zone Manager will directly contribute to the state’s competitiveness by helping promote and leverage incentives available to recruit and retain businesses within the state of Illinois. The ideal candidate will have experience supporting economic development and/or tax credit incentive programs. Essential Functions

  • Organizes, controls, and evaluates business development incentives related to the Illinois Quantum and Microelectronics Park (IQMP) and the State’s quantum computing campus.
  • Manages and controls the Illinois Quantum and Microelectronics Park (IQMP) and the State’s quantum computing campus objectives throughout full program lifecycle.
  • Serves as a subject matter expert on the Illinois Quantum and Microelectronics Park (IQMP) and the State’s quantum computing campus regarding rules, application, and operationalization.
  • Serves as working supervisor.
  • Represents the agency before various private and public groups on a state and local level concerning the mission, goals and program objectives of the business development programs.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefer at least one (1) year experience in professional, academic, or volunteer work within the microchip or quantum computing industry.
  • Prefer at least one (1) year professional experience working with economic development organizations.
  • Prefer at least two (2) years’ experience working with financial documents including financial statements related to business operations.
  • Prefer at least one (1) year experience in a public facing role that includes presenting and/or promoting.
  • Prefer at least one (1) year experience collaborating with internal and external stakeholders to achieve outcomes.
  • Prefer at least one (1) year experience working with business communities to ensure compliance with program requirements.
  • Prefer at least one (1) year experience managing multiple projects simultaneously.
  • Prefer at least one (1) year experience collecting and analyzing data, developing recommendations, and presenting recommendations to executive staff.

Conditions of Employment

  • Requires appropriate, valid driver’s license.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires completion of a background check and self-disclosure of criminal history form.
