Position Overview

This position serves as Restore, Reinvest and Renew(R3) Program Grant Manager, organizes, plans, executes, controls and evaluates the operations of the R3 Program grant funds; formulates and implements policy and procedures for the State appropriated grant funding (SAGF); develops, revises and updates the plans and applications for the awarding and expenditure of funds; serves as working supervisor; serves as a liaison with policy-making officials; oversees the distribution of grant information to candidates for the R3 Program; undertakes special project assigned by the Federal and State Grants Unit (FSGU) B Associate Director.

Job Responsibilities

  1. Serves as R3 Program Grant Manager; organizes, plans, executes, controls and evaluates the operations of the R3 Program grant funds; formulates and implements policies and procedures for the program’s state appropriated grant funding (SAGF); directs the preparation of the unit’s budget relating to SAGF for the program; reviews and evaluates funding policies and procedures for maximum effectiveness and compliance with all applicable rules and statutes; makes recommendations with respect to the development and implementation of state- mandated plans and grant funding activities; establishes priorities among assignments and timelines for completion.
  2. Develops, revises and updates the plans and applications for the awarding and expenditure of funds; develops Notice of Funding Opportunity (NOFO), solicits grant applications from candidates; identifies grant project areas based on information from state-wide input; reviews and analyzes funding information and presents funding plans to all levels of state policy-making officials; provides input into discussions with the Associate Director regarding division/unit.  policy and in the development of plans for implementation of funding opportunities; utilizes a personal computer to gather information, access databases and prepare spreadsheets.
  3. Serves as working supervisor; assigns and reviews work; provides guidance and training to staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating
    needs; establishes annual goals and objectives; approves time off; prepares and signs performance evaluations.
  4. Serves as a liaison with policy making officials within State, federal and local government, private agencies and organizations; contacts representatives of professional groups and
    organizations to provide specialized consultation regarding grant funding for the R3 Program.
  5. Oversees the distribution of grant information to candidates for R3 program; provides advice and consultation to applicants; provides technical assistance to applicants in project implementation and adherence to guidelines; resolves problems with grantees; travels to
    conduct on-site monitoring.
  6. Undertakes special projects at the request of the FSGU B Associate Director of Federal and State Grants and provides all required project reporting.
  7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years of collage with coursework in public administration, criminal justice, sociology, political science or a related field or equivalent training and experience.
  2. Requires three years of professional experience in program planning, budgeting, management practices and providing technical assistance.

Preferred Qualifications

1. Prefers six years of professional experience in criminal justice, program planning, budgeting, management practices, policy development, statistical analysis, and familiarity with funding sources, technical assistance and evaluation related to the prevention of crime.
2. Prefers six years of excellent oral and written communication skills, ability to communicate with diverse groups, demonstrated supervisory ability, and excellent problem-solving skills.
3. Prefers six years of experience developing programs to address specific problems, ability to staff a board and its committees, understanding or word processing, database, spreadsheet, and financial software.
4. Prefers six years of experience in budgeting, fund accounting, and program administration.

Conditions of Employment

1. Requires ability to travel in the performance of duties, with overnight stays as appropriate

2. Requires ability to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends

3. Must be able to pass a background check.
